Position Summary : This is a professional position that reports to the Associate Vice President, Facilities Management Operations. The Utility Services Manager is responsible for an annual operating budget of over $5 million in addition to combined annual purchased utilities expenditures in excess of $30 million as well as a utility infrastructure portfolio valued in excess of $1.2 billion.

Base programs include :

  • Leadership of a motivated and highly skilled team of 30 individuals.
  • Budgeting and billing of all purchased utilities for all University entities across the state.
  • Management of University-owned utility businesses including electric, domestic water, sanitary sewer, storm water, natural gas, steam, chilled water, and distributed heating and cooling generation.
  • Strategic planning for utility infrastructure including support for University Master Plan growth and renewal.
  • Providing utility locate services for Northern Colorado CSU campuses and ensuring compliance with Colorado One Call legislation.
  • Maintaining extensive and accurate utility maps.
  • Developing and managing predictive and preventative maintenance programs for all utility infrastructure.
  • Managing repairs and customer outages.
  • Developing capital improvement plans and projects.
  • Ensuring compliance with all relevant local, county, and state environmental regulations.
  • Ensuring compliance with relevant industry codes and standards.
  • Acting as liaison between the University and outside private and municipal utility providers.

Job duties include fiscal management with a focus on annual budget development and expense control. This position is required to develop streamline business plans that identify goals and focus section efforts to meet Associate Vice President, Facilities Management Operations expectations. Personnel management is an important part and includes performance management of direct reports and guidance for all Utility Services staff. Leadership, motivation and evaluation are critical aspects of this position. Promoting a positive employee environment within the work rules while providing proper training, coaching and counseling to produce an effective and productive workforce. Maintenance programs are the backbone of the section. Programs require periodic review to ensure optimization of limited funds with a focus on priority programs and buildings. Effective use of the work order management software is necessary. Building and Utility Master Plans are necessary to support campus growth. These plans identify both major repair and capital improvements to keep buildings and utilities at optimum performance within budget constraints. A focus on Customer Service is essential as the students, faculty and staff are the reason for our existence. This position ensures the section strives to provide prompt and effective response to operational staff and contractor / vendor service requests. Additional customers include all departments and auxiliaries such as Athletics, Housing & Dining Services, Student Center and federal agencies.

Required Job Qualifications :

  • Bachelor's Degree and least five years of relevant management, supervisory, and administrative experience in utility system infrastructure.

  • Develops, documents and executes plans and procedures for conducting activities and tasks related to operations and maintenance.

  • Develops annual budgets within the constraints of zero-based funding and under the guidance of Associate Director, Operations.
  • Monitor and control annual operating fund expenses to meet final budget.
  • Identify and report projects and maintenance programs where expenses will exceed budgets.
  • Request supplemental funding from Associate Director, Operations.
  • Manage plant fund balances as assigned.

  • Provide leadership, management, coaching and counseling to Utilities staff personnel.
  • Develop specific goals for each section to support the objectives and mission of the Facilities Management Department and University.

  • Promote a positive employee environment within the work rules and guidelines, departmental core values, etc.
  • Provide appropriate training for job performance.

  • Focus on good customer service within all sections both internal and external to the department.
  • Coordinate between various departmental sections and throughout the university community to ensure seamless response.
  • Develop and maintain excellent customer support and communication.
  • Maintain professional and supportive relationships with university customers, contractors, City of Fort Collins.
