Job description

POSITION SUMMARY

Under the direction of the Department of Neighborhoods Director, the Deputy Director performs a

variety of duties that support the mission and goals of the Department of Neighborhoods. The

Deputy Director works closely with the director to oversee the department's daily operations and

lead the management of parks, facilities and properties. Primary responsibilities include strategic

planning, human resources, budgeting and developing and executing operational policies.

ESSENTIAL RESPONSIBILITIES AND DUTIES

1. Assists in management and operations for the Neighborhoods Department and assigned

Divisions .

Participates in leadership and strategy for the entire department .

o Manages operations for assigned divisions, including facilities, parks / grounds,

property and real estate .

▪Ensures maintenance and safe operation of city buildings and grounds

▪Ensures safety and compliance with all applicable policies and regulations.

▪Maintains an asset inventory and regularly assesses conditions.

o Acquires and leases property for city purposes, and leases city property to others.

o Properly disposes and transfers property and assets.

o Develops and implements plans, goals and budgets .

o Develops and monitors master plans, capital improvement plans, and strategic plans.

o Develops goals, action plans, and deadlines .

o Develops and monitors division operations and capital budgets.

o Develops capital improvements plan and supports city-wide capital planning.

o Develops and updates policies and Standard Operating Procedures.

o Ensures proper financial operations, including purchasing and contracting oversite.

o Assists with revenue generation, including soliciting grants and donations and

assessing appropriate fees.

o Manages personnel : hiring, training, performance reviews and discipline, employee

accountability, payroll, leave requests, and scheduling, and other duties.

o Encourages effective, cooperative, transparent, and fair working relationships amongst

staff.

o Ensures professional and timely communications, support and response to requests .

o Leads the department in the absence of the director .

2. Represents the Department and City's mission .

o Facilitates communication within the department and between city departments.

o Ensures the department provides appropriate and responsive customer service.

o Liaisons with the Mayor, City Council and other city boards and commissions as

needed.

o Supports intergovernmental relations and collaboration with other agencies.

o Represents the city and department on committees, professional organizations , and

presentations.

o Supports community engagement and outreach when needed.

o Ensures the integrity of the department and dignity of all employees.

o Maintains the integrity and positive public image of the city.

3. Manages and supports special projects and department needs .

o Assists with City strategic planning and initiatives.

o Leads development and execution of city new initiatives and programs.

o Supports project development and execution.

o Participates in city-wide emergency preparation and management.

MINIMUM QUALIFICATIONS

EDUCATION, EXPERIENCE AND CERTIFICATIONS

  • Bachelor's degree from an accredited college or university in public administration, business

management, facilities and / or parks management, or a related subject.

  • Ten years' relevant experience in the management of parks, facilities, and properties.
  • Five years' experience managing personnel, with increasing levels of responsibility.
  • Government agency experience is preferred.
  • NECESSARY KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of budgeting and financing tools.
  • Knowledge of best practices of communications, engagement and outreach.
  • Knowledge of practices for maintaining confidential and sensitive information.
  • Skill in creative problem solving and using good judgment to make decisions.
  • Skill in management and leadership.
  • Skill in supervising people and ensuring successful completion of tasks.
  • Skill in communicating effectively, both verbally and in writing. Skill in speaking or writing in
  • multiple languages is helpful.

  • Skill in interacting with and supporting a diversity of people from a wide variety of
  • backgrounds while displaying cultural competency, patience and good customer service.

  • Skill in prioritizing task s and time management.
  • Skill in word processing, spreadsheets, presentations, and electronic communication.
  • Skill in using office equipment and operating computers and mobile devices.
  • Ability to work independently and delegate tasks as needed.
  • Ability to work as a team member and to collaborate.
  • Ability to work evenings and weekends as needed.

    The noise level in the work environment is usually quiet. Frequent interactions with other staff,

    program participants and the public are expected. The position requires leading or participating in

    activities that are sometimes outdoors, in public and / or in locations away from the office.
