Utilities And Infrastructure Operations Manager

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget.

The Operational Systems Directorate (OSD) oversees operations and facility services, maintenance, and infrastructure planning. A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL's assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently.

The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio.

The Facilities & Infrastructure Operations (F&IO) Division is responsible for operating and maintaining PNNL's buildings, grounds, and utilities. The F&IO team includes plant engineering, fabrication, craft services, duplicating and mail services, facility program support, relocations, and receiving. F&IO is home to approximately 363 staff including more than 250 bargaining unit (union) staff.

The Utilities and Infrastructure Operations (U&IO) Manager leads a team of over 100 staff with a diverse portfolio of operations and maintenance activities serving the entire PNNL-Richland campus. The team includes craft, technical specialists, and team leaders. U&IO teams include :

  • Warehouse operations : shipping, receiving, and transportation of materials and goods.
  • Custodial and floor service (e.g., deep clean carpet).
  • Duplicating and Information technology electricians (e.g., computer installation).
  • Material coordinators, moves support (teamster and carpenter), and mail operations.
  • Grounds operations : mowing, landscaping, and snow removal; and utility operations.

The U&IO manager will be responsible for the full suite of scope and $12-15M annual budget, including two service centers, as well as responsibility for subcontracting, leasing, and purchasing. Provide management and development of institutional capabilities, both processes and infrastructure, in support of PNNL's science mission.

The U&IO Manager will :

  • Create, model, and reinforce a culture of excellence, including safety, security, and operational discipline, while implementing practices to recruit, develop, assess performance, and retain talented people to support current and future mission needs.
  • Manage operational risk by translating Laboratory requirements and guidance into the implementation practices necessary to assure efficient and effective execution of mission outcomes.
  • Develop and execute an organizational vision and strategy that aligns with the PNNL and Operational Systems Directorate strategy and includes goals and objectives that ensure long-term success and deliver desired outcomes.
  • Implement assigned operational / regulatory programs, which may include Project Lifecycle, Worker Safety & Health, Safeguards & Security, Radiation Protection, Environmental Management, Transportation, Emergency Management, and Facility.
  • Prioritize staff and resources to assure the highest level of operating efficiency and reliability.
  • Support development of annual and out-year operation and maintenance budgets, including investments associated with operations.
  • Minimum Qualifications :

    BS / BA and 12 years relevant experience -OR- MS / MA or higher and 10 years of relevant experience.

    Preferred Qualifications :

    Working knowledge of DOE operating, compliance, and reporting requirements.

    Experience managing bargaining unit staff.

    Proven experience overseeing and maintaining a wide variety of operational functions within DOE environment.

    Experience managing and administering contract and lease agreements.

    Demonstrated success resolving complex organizational or technical issues using data-driven analysis and industry best practices.

    Demonstrated ability to develop and translate strategy into implementable actions.

    Strong communication skills with the ability to effectively collaborate and influence with staff at all organizational levels.

    The incumbent may occasionally be in the vicinity of radiation fields and may be involved with emergency response activities. The incumbent may also receive minimal exposure to workplace hazards, including toxic chemicals, noise, lasers, magnetic fields and microwaves. The incumbent will also work in around maintenance and construction activities and may be exposed to various physical hazards such as moving machinery, cranes, ladders, scaffolds, etc.

    This position involves access to sensitive systems and information. U.S. Citizenship is required. Pacific Northwest National Laboratory is subject to the Department of Energy Unclassified Foreign Visits & Assignments Program site, information, technologies, and equipment access requirements.

    This is not a Testing Designated Position (TDP).

    As a national laboratory, PNNL is responsible for adhering to the Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which require new employees to obtain and maintain a HSPD-12 Personal Identify Verification (PIV) Credential. To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation). Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

    For foreign national candidates :

    If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) Federal risk determination to maintain employment. Once you meet the three-year residency requirement thereafter, you will be required to obtain a PIV credential to maintain employment. The tier of federal background investigation required to obtain the PIV credential will be determined by job duties at the time you become eligible for the PIV credential.
