Admissions And Eligibility Supervisor
The City of Madison Community Development Authority is looking to hire an Admissions and Eligibility Supervisor. This is a highly responsible professional supervisory and administrative position within the Community Development Authority (CDA) Housing Operations Division. The role is central to ensuring that individuals and families in the City of Madison experience a seamless, supportive, and welcoming process as they seek affordable housing opportunities. As the leader overseeing admissions and eligibility for federally subsidized housing programsincluding Public Housing, multifamily housing, and Section 8this position plays a vital part in connecting residents with stable housing. Examples Of Duties And Responsibilities
Plan, coordinate, and supervise CDA admissions and eligibility services to maximize vacancies and voucher utilization. Collaborate with housing Property Managers and Section 8 Supervisor to determine CDA occupancy and voucher utilization needs.
Monitor application intake and processing. Ensure applications are accessible via various methods. Manage electronic system for applicant document submission and maintain applicant records in adherence with the CDA's record retention policies.
Monitor housing wait lists to ensure compliance with federal requirements. Ensure completion of periodic surveys of applicants to determine continued interest in housing assistance. Ensure accuracy of applicants' statuses on wait lists, and make determinations regarding reinstatement to wait list.
Oversee the selection of eligible applicants off the CDA waitlists. Oversee the add-on screening process for CDA program participants.
Oversee third-party verification and family income calculation processes, and the collection, review, and verification of Housing and Urban Development (HUD) bad-debt and multiple subsidy reports.
Oversee eligibility determination process, including background checks and related verifications. Ensure eligibility decisions meet HUD regulations and CDA policies and written denial notices conform to legal standards, including sufficient evidence to support staff decisions.
Manage the applicant appeal process and ensure timely scheduling of informal hearings. Participate in Circuit court Administrative Reviews.
Process Violence Against Women Act (VAWA) claims, and process routine applicant reasonable accommodation requests.
Provide marketing and outreach for admissions and eligibility functions (e.g. wait list openings and closings) and for site-based wait list developments.
Hire, train, supervise, and evaluate admissions and eligibility staff. Conduct regular staff meetings. Investigate and resolve complaints and recommend personnel actions if applicable. Participate in related disciplinary actions and grievances.
Ensure operating procedures for all admissions and eligibility functions are completely documented and updated.
Develop, analyze, evaluate, and improve the effectiveness of work methods and procedures, and make recommendations as necessary. Conduct internal audits and ensure accurate work per compliance standards.
Prepare related admissions and eligibility reports. Provide feedback related to policy updates and the agency's online systems.
Ensure customers are served in a friendly, timely and professional manner. Ensure that consultation, products, and services delivered address the customers' needs through customer feedback. Assist and coordinate front line functions to ensure a safe and productive work environment. Provide conflict resolution.
Meet with community social service providers to promote better collaboration with CDA's housing resources. Provide advocate training and make presentations to inform agencies of services available through the CDA.
Meet with homeless service providers and area shelters and CDA management to reduce barriers that may prevent individuals and families that are experiencing homelessness from accessing CDA housing.
Track the status of affordable housing availability across Madison so that customers can be accurately referred to locations where they can quickly find assistance. Work with CDA Service Coordinators to maintain a list of community resources for tenants.
Participate on Management team for the implementation of new voucher programs. Serve as point of contact for referrals to the CDA.
Resolve database software issues through City IT ELITE Support and Emphasys Software; and participate as a member of the CDA ELITE technology team in the assessment and implementation of CDA technology and software needs.
Keep up to date with laws and regulations pertaining to Public Housing, Multifamily Housing, and Section 8 admissions and eligibility processes. Participate in affordable housing industry events and training opportunities and encourage innovation in CDA processes to better serve the community.
Perform other related duties as assigned.
Minimum Qualifications
Four (4) years experience in applying the following : Administrative and office management principles, procedures, and techniques. English composition, correct punctuation, spelling, grammatical usage and acceptable business letter and report formats; AND Two (2) years experience in applying the following : HUD and housing authority policies, procedures, and practices pertaining to the Public Housing, Multifamily Housing, and Section 8 programs. Computers and computer software applicable to the duties of the position, such as Microsoft Office Suite. Business math and basic accounting and budgeting procedures.
Familiarity with the following : Supervisory principles and practices.
OR Four (4) years of varied administrative and / or office management experience (e.g., budgeting, personnel, purchasing) with at least one (1) year of directly related supervisory / leadership or programmatic experience.
OR One (1) year of varied administrative and / or office management experience (e.g., budgeting, personnel, purchasing); with at least one (1) year of directly related supervisory / leadership, or programmatic experience; AND Bachelor's degree.

Special Requirements
Possession of a valid Wisconsin Driver's license. Public Housing and Section 8 Housing Choice Voucher Eligibility, Income, and Rent Calculation Certification within six months of employment (i.e. NAHRO, Nan McKay, NCHM). Failure to obtain the required certification will result in forfeiture of the position, absent extenuating circumstances.
Physical Requirements : Work in this position is primarily sedentary, requiring the ability to sit / stand at a desk, work on a computer, and use a monitor for extended periods of time. Employee will be expected to meet with clients, travel to CDA Site offices, and attend off-site meetings (local and out of town). Ability to lift file boxes weighing up to 10 lbs.
