Social Services Manager-SES - 60005599

The Florida Department of Children and Families is the state of Florida's social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency's mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

Florida State Hospital is a mental health treatment facility owned and operated by the State of Florida and is part of the Department of Children and Families. The department's mission is to "work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency."

Florida State Hospital is a tobacco free facility.

This is a highly responsible and professional position serving as the Social Services Manager-SES within Program Services. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. This role requires the use of independent judgment, a proactive approach to responsibilities, and exceptional attention to detail. Specific duties and responsibilities include :

  • Supervising and directing employees, communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as : hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports.
  • Managing all levels of staff in the department by acting as hiring authority, reviewing or conducting performance evaluations, directing workloads, workflows, deadlines, work objectives and time utilization. Monitoring all aspects of service delivery assuring management excellence through best practices, service integration and therapeutic interventions to support facility strategic objectives, including customer satisfaction and treatment excellence and efficiency. Monitoring leave and attendance, assuring coverage in all operational units and plans for best use of employee resources.
  • Developing policies and procedures, coordinating department activities with other departments and units, maintaining effective communication with subordinate and superior staff, representing Social Services on hospital wide committees, taskforces and program planning groups. Representing the hospital in community-based meetings and planning groups and ensuring continuity of care through the implementation and monitoring of resident discharge procedures.
  • Encouraging management and treatment excellence through participation in Quality Management processes, continuous quality improvement projects, and through tracking of data for unit summary of performance and other critical issues.
  • Conducting training of employees in treatment and case management approaches, motivating employees to improve the quality and quantity of work, and developing or providing effective internship and licensing supervision programs coordinating with appropriate universities or state boards.
  • Providing consultation to staff and other employees and groups in interpretation of psychosocial assessment and history data, current treatment interventions and appropriate case planning and management.
  • Assisting other staff with transportation on recreational outings, escorting individuals to appointments for prosthetic devices or hospital wide celebrations, and transporting individuals to the community for discharge readiness appointments or actual discharge placement.
  • Performing other related duties as assigned.

Knowledge, skills and abilities required for the position :

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to social services activities.
  • Knowledge of methods of compiling, organizing and analyzing data.
  • Ability to develop and implement various program monitoring methodologies and techniques.
  • Ability to provide in-service training on mental health related activities.
  • Ability to prioritize workload.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to develop various reports.
  • Ability to establish, build and maintain effective working relationships with others.
  • Ability to communicate effectively.
  • Ability to work independently and as part of a team.
  • Minimum qualifications :

  • A bachelor's degree from an accredited college or university is preferred and three years of professional experience in developmental disabilities, special education, mental health, counseling, guidance, social work, health or rehabilitative programs.
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
  • One year of experience writing formal business communications, including emails.
  • Two years of professional experience supervising or serving in a leadership role.
  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
  • Preference will be given to applicants who have :

  • Experience in working with Mental Health assessment, treatment & discharge of patients.
  • Experience in interpretation of psychosocial assessment, history data, & treatment interventions.
