Full-Time | 40 hours / week | Salary Range : $65,000 – $75,000 annually (DOE) | Benefits Included
Shifts : Sunday-Thursday 2pm-10pm

Position Summary
The Program Supervisor – Family Shelter supports the daily operations of Just Compassion’s 50-unit family shelter in Gresham, Oregon. This role provides direct supervision and guidance to front-line shelter staff and ensures that shelter operations run smoothly, efficiently, and in alignment with Just Compassion’s trauma-informed and housing-first principles.
The Program Supervisor acts as the on-site lead for day-to-day operations, supporting staff with participant engagement, crisis intervention, facility oversight, and coordination with the Program Manager to ensure consistent, high-quality service delivery.
Essential Duties and Responsibilities
Operational Leadership
- Oversee daily shelter activities to ensure a safe, clean, and welcoming environment for families.
- Monitor facility needs, supply levels, and maintenance requests, ensuring timely communication to the Program Manager.
- Ensure smooth shift transitions through written and verbal handoffs.
- Assist with scheduling, shift coverage, and ensuring adequate staffing levels at all times.
- Uphold shelter policies, procedures, and safety standards while fostering a compassionate and participant-centered culture.
Staff Supervision and Support
Provide daily supervision and support to front-line staff, including Shelter Coordinators, Support Specialists, and Front Desk staff.Offer guidance in crisis response, de-escalation, and trauma-informed engagement.Participate in the hiring, training, and onboarding of new team members.Conduct regular team check-ins, monitor performance, and support ongoing professional development.Foster a positive and collaborative work culture that emphasizes accountability and care.Participant Services
Support staff in assisting participants with their immediate needs, connecting them to case management and housing services.Ensure staff interactions with participants are consistent with Just Compassion’s trauma-informed, harm-reduction, and equity-based practices.Respond to participant concerns or complaints in collaboration with the Program Manager.Assist with monitoring participant progress, rule compliance, and conflict resolution within the shelter environment.Collaboration and Coordination
Coordinate daily communication with case managers, community partners, and other service providers to ensure integrated support for families.Act as the on-site point of contact during assigned shifts for internal and external partners.Support the Program Manager with data collection, reporting, and quality assurance activities.Participate in regular supervision and staff meetings, bringing forward operational insights and recommendations.Compliance and Reporting
Ensure staff documentation, shift logs, and participant interactions are accurately and promptly recorded.Support the Program Manager in ensuring compliance with contractual, safety, and programmatic requirements.Maintain confidentiality and adhere to all agency, county, and federal standards including HIPAA and HMIS data policies.Participate in ongoing monitoring of shelter safety, including incident reporting and facility inspections.Qualifications
Required :
Bachelor’s degree or a related field (or equivalent experience).2+ years of experience in shelter operations, human services, or social services.1+ years of leadership, supervisory, or team lead experience.Strong understanding of trauma-informed care, harm reduction, and housing-first practices.Excellent interpersonal, communication, and problem-solving skills.Ability to manage multiple priorities in a fast-paced environment.Basic computer proficiency, including documentation systems such as HMIS.Preferred :
Experience working with families experiencing homelessness or housing instability.Bilingual or multilingual abilities (Spanish, Russian, or other languages commonly spoken by participants).Work Environment
Based primarily at the Gresham family shelter site.Occasional evening, weekend, or on-call hours may be required to ensure operational coverage.Regular exposure to individuals and families navigating trauma, behavioral health challenges, and housing instability.Stay informed on Just Compassion and County policies, procedures, and program standards.Uphold best practices in trauma-informed care, cultural competency, and harm reduction.Perform additional tasks as assigned by the Program Manager and funding entities.Physical Requirements
Ability to walk up and down stairs and stand for extended periods.Ability to lift up to 20 pounds and assist with light physical tasks (e.g., setting up tables / chairs).Ability to perform job duties that may involve bending, twisting, or reaching.Why Join Just Compassion?
