Project Manager
Under the direction of the General Manager, the Project Manager is responsible for planning, organizing, directing, and overseeing the successful execution of construction and infrastructure projects for the Authority. This includes managing project schedules, budgets, contracts, compliance with funding and regulatory requirements, and serving as the primary liaison between contractors, internal teams, government agencies, and stakeholders.
Duties may include, but are not limited to, the following :
- Plan, organize, and manage construction and infrastructure projects from initiation through close-out, ensuring they are completed on time, within budget, and meet quality standards.
- Develop and maintain project schedules including Critical Path and Work Breakdown Schedules; monitor progress and implement corrective actions as necessary.
- Oversee project budgets, including grant funding allocation, invoicing, and cost tracking; coordinate with Finance Department to ensure compliance with funding requirements.
- Manage contract compliance ensuring adherence to federal, state, and local regulations including Title VI, ADA, DBE, and grant conditions.
- Serve as the primary point of contact with contractors, consultants, funding agencies, and project stakeholders.
- Review and maintain contract templates and ensure contractors fulfill contractual obligations regarding scope, schedule, budget, quality, and compliance.
- Participate in constructability reviews and provide input on design and technical specifications related to civil, mechanical, electrical, and architectural elements.
- Conduct site visits to monitor construction progress, quality assurance, and safety compliance.
- Prepare and deliver project reports and presentations to HTA leadership, the Board of Directors, and funding agencies.
- Coordinate with internal departments including Safety, HR, Operations, and Planning to align project execution with organizational goals and regulatory standards.
- Manage project close-out activities including final documentation, warranty management, and lessons learned.
- Maintain up-to-date knowledge of relevant industry standards, regulations, and best practices.
- Represent the Authority professionally and positively in interactions with contractors, agencies, and the public.
Knowledge of :
Principles and practices of construction and infrastructure project management including scheduling, budgeting, procurement, and contract administration.Federal, state, and local regulatory compliance requirements including Title VI, ADA, DBE, and grant funding rules.Technical aspects of civil, mechanical, electrical, and architectural systems related to facilities and transit infrastructure.Construction quality assurance / control processes and safety standards.Grant management, funding sources, and associated compliance reporting.Project management tools such as Microsoft Project or Primavera.Effective oral and written communication and public presentation techniques.Principles and practices of effective stakeholder coordination and contractor management.Ability to :
Plan, organize, and direct multiple complex projects simultaneously, managing schedules, budgets, and quality standards.Interpret technical construction drawings, specifications, and contract documents.Manage contract compliance and coordinate with multiple stakeholders including contractors, funding agencies, and internal departments.Analyze problems, identify alternatives, and implement sound solutions.Prepare clear and concise reports, correspondence, and presentations.Establish and maintain cooperative working relationships with staff, contractors, and external stakeholders.Work both independently and as part of a team, demonstrating flexibility and adaptability.Conduct field site visits and monitor project activities in potentially challenging environments.Education : Bachelor's degree in Engineering, Construction Management, Civil Engineering, Environmental Science, Business Administration, or a related field, or equivalent combination of education and experience.
Experience : Three to five years of progressively responsible experience in construction and infrastructure project management, preferably including transportation or zero-emission vehicle infrastructure projects. Experience with regulatory compliance in federally and state-funded projects is strongly preferred. Experience in managing grants, contracts, and procurement processes is highly desirable.
