PSYCHIATRIST MINIMUM QUALIFICATIONS / REQUIREMENTS

  • Verification that the Pennsylvania state medical license is active and in order, with no restrictions or adverse actions taken against it.
  • National Practitioner Data Bank (NPDB) query, again in order to screen out for any adverse actions taken against the applicant.
  • American Medical Association (AMA) or American Osteopathic Association (AOA) profile of the applicant to verify medical training, residency training, DEA, etc.
  • Federation of State Medical Boards (FSMB) to check status of medical licenses in other states, including any restrictions or adverse actions taken against the license.
  • Knowledge of the theories, principles, practices and techniques used in the field of psychiatry, and the relationships between diagnostic findings and therapeutic methodologies.
  • Knowledge of mental illnesses, their symptoms, treatment and social implications.
  • Knowledge of the application of psychiatry to individual and group behavior.
  • Knowledge of the theories and principles used in the field of neurology, general medicine and surgery.
  • Knowledge of laboratory methods, equipment and techniques as they relate to the field of psychiatry.
  • Ability to examine residents, interpret results of findings, make decisions and to prescribe or carry out course of treatment.
  • Ability to communicate with and gain the confidence and cooperation of residents and to instill and maintain a cooperative attitude throughout the care and treatment process.
  • Ability to direct and instruct hospital staff in current, accepted treatment principles and techniques used in the field of psychiatry.
  • Ability to follow general instructions and departmental or hospital policies in carrying out the care and treatment function.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective work relationships with residents, departmental or hospital personnel, and the general public.
  • Completion of residency training program in psychiatry which meets the certification requirements of the American Board of Psychiatry and Neurology or the American Osteopathic Board of Neurology and Psychiatry. The candidate must be board admissible or board certified in psychiatry by the American Board of Psychiatry and Neurology.
  • Possession of a current / valid unrestricted license, in good standing, to practice medicine in the Commonwealth of Pennsylvania as issued by the State Board of Medical Education and Licensure, or the State Board of Osteopathic Examiners.
  • Current / valid unrestricted D.E.A. Certificate.
  • Documented Continuing Medical Education credits as required for current licensure in the Commonwealth of Pennsylvania.
  • Valid Medicare / Medicaid ID number.
  • Evidence of malpractice insurance.
  • Minimum of one year experience in treating people with chronic mental illness, including dual diagnosis (mental illness / mental retardation and mental illness / substance abuse.
  • Experience in leadership of a mental health multidisciplinary treatment team.
  • The candidate must meet all requirements for credentialing and privileging and medical staff membership at Danville State Hospital. The candidate’s clinical privileges and medical staff membership at Danville State Hospital shall terminate upon termination of employment or termination of the contract, whichever comes first.

MANDATORY TRAINING

All contract psychiatric staff is required to attend orientation for a period as determined by DSH and will be required to attend training during the normal day time business hours. Training will be provided by DSH staff. Successful completion of training is mandatory.

SERVICE

A, The staff psychiatrist is responsible for the care and treatment of mentally ill residents on a designated service area(s) and has professional responsibility for diagnosis, determination of treatment methods, and leadership in the implementation of treatment plans, and discharge planning. The staff psychiatrist is a driving force for the treatment of the resident which includes medication regimens. The staff psychiatrist will function as the Treatment Team Director and will be responsible for providing psychiatric leadership and direction to the Treatment Team and for providing quality psychiatric care to each individual resident. Work is performed under the general direction of a higher level psychiatrist or other administrative supervisor for clinical and administrative issues and is reviewed for conformance to current, accepted psychiatric and medical principles and techniques through staff conferences, case reports, observation during performance, evaluation of results, and performance improvement activities.

B Service to include responsibility in resident care and treatment which may include but is not limited to :

1 Psychiatric assessments / diagnosis.

2 Admission notes and evaluations.

3 Discharge summaries.

4 Directs and participates in Treatment Team functions.

5 Assures active treatment is occurring on assigned unit(s). Psychiatric rounds are to be completed daily on the units.

6 Required documentation in the chart is consistent with DHS / OMHSAS regulations, Danville State Hospital requirements, professional medical and Medicare standards.

7 Commitment / recommitment petitions and hearings, financial / medical competency evaluations and hearings, and other legal proceedings, as required.

8 Document psychiatric care for Part B Medicare payments.

9 Performance improvement responsibilities as assigned.

10 Provides consultation to, consults with, and advises members of the medical staff and allied hospital personnel, agencies, relatives, and other interested persons on the care, treatment, and prognosis of residents.

11 Review of laboratory reports, test results, x-ray reports, other diagnostic test reports, physical and neurological examinations, consultation reports, and other medical / psychiatric reports in order to alert staff to any unusual circumstances.

12 Family intervention as dictated by clinical requirements.

13 Discharge planning and communication with the base service units.

14 Perform other related duties as required.

15 Responsibilities and duties will be governed and updated by Office of Mental Health and Substance Abuse Service, Department of Human Services, Danville State Hospital, and other administrative and regulatory agencies’ bulletins and directives.

16 The incumbent may chair or be a member of any hospital / medical staff committee or task force.

17 The incumbent is required to cover other unit(s) during normal working hours with no increase in hourly rate, as assigned, in cases where the attending psychiatrist is off duty and according to the number of psychiatric staff.

C. In all cases timeliness of responsibilities will be determined by Danville State Hospital.

Special Treatment Procedures

  • Utilizes crisis prevention techniques.
  • Plans, directs, and provides psychiatric care for the consumer(s) requiring suicidal precautions, special levels of observations, physical restraint and protective devices.
  • Responds to psychiatric emergencies, directs staff in providing the consumer(s) with individual instruction, assistance and support. Observes and reports changes in patient behaviors. Utilizes verbal techniques to address patient concerns and de-escalate. Participates in escorting consumer(s). Provides physical control of consumer(s) during application of restraint.
  • Ensures the use of least restrictive measures and follows Hospital policies / procedures in the care of consumer(s) in restraint / special observation.
  • Emergency / Medical Interventions / Use of Medical Equipment

  • Adheres to infection control / Universal Precautions policies and procedures.
  • Responds to medical emergencies, announces medical emergency, takes appropriate actions for which specifically trained. These could include cardio-pulmonary resuscitation (CPR), first aid, foreign body airway obstruction management, or other emergency treatment procedures. Following emergency, takes appropriate action according to DSH Policies and Procedures.
  • Responds to disaster / emergencies, e.g., fires, earthquakes, floods, hazardous materials incidents, bomb threats, utility interruptions or transportation accidents; follows basic emergency procedures as contained in DSH Policies and Procedures.
  • Competency Maintenance Activities

  • Attends and participates in ongoing mandatory DHS, hospital and departmental training programs.
  • Attends in-service training programs.
  • Oral and Written Communications

  • Interacts with patients utilizing therapeutic communication skills.
  • Contributes the psychiatric perspective to the plan of care (ICTP).
  • Writes / prints legibly.
  • Documents specific, accurate and complete information in the Medical Record.
  • Documents in DAR format.
  • Reports factual patient information.
  • Provides accurate and legible written work / incident related statements as required.
  • Maintains confidentiality of patient information.
  • Reports problems accurately using the chain of command.
  • Reports / documents patient incidents.
  • Keeps conversations free from discriminatory, abusive or sexually harassing comments.
  • Interacts with families.
  • Complies with documentation policies and procedures for the completion of all hospital, psychiatric and patient records and reports.
  • Provides input and feedback for staff, committee, and improvement team meetings.
  • Interacts with colleagues in a cooperative manner to develop effective working relationships.
  • Prepares and submits thorough and accurate reports in a timely manner as required.

  • Maintains awareness of unit conditions, milieu and patient activities to promote a safe and therapeutic environment.
  • Develops, recommends and directs changes in the provision of care and treatment methods to promote patient safety.
  • Patient Rights

  • Acts as a patient advocate.
  • Recognizes and protects the rights of adult and older adult patients.
  • Identifies, describes, and reports patient abuse allegations.
  • Commits NO acts of patient abuse.
  • Cooperates with administrative investigations.

  • Has no unexcused instance of failure to contact the immediate supervisor or designee to notify him / her of absence.
