DSHS HCLA WA Cares Data, Program Analytics, and Strategy Administrator
The Department of Social and Health Services (DSHS) is seeking a dynamic and results-driven WA Cares Data, Program Analytics, and Strategy Administrator to join the WA Cares Fund Division within the Home and Community Living Administration (HCLA). This division plays a vital role in administering home and community-based services that support older adults and individuals with disabilities across Washington State, helping them live independently with dignity and a high quality of life.
The WA Cares Fund is the nation's first universal public long-term care insurance program. WA Cares provides affordable long-term care insurance coverage for all working Washingtonians. As of July 2023, nearly all Washington employees began contributing premiums to the fund, with benefits scheduled to become available to eligible individuals starting in July 2026.
In this role, you will be a critical member of the senior leadership team, reporting directly to the WCF Director. You will lead data strategy for use in program evaluation and monitoring. Numerous oversight bodies, the legislature, other states, the federal government, and external academic program evaluators will all be seeking relevant data on this first in the nation program in order to learn what is working well, what is not, what can be improved, and how it can be improved. You will be designing data and analytics strategy to ensure the right data are being reliably collected. For internal program operations, you will lead the WA Cares team in understanding and interpreting the data collected and using learnings to inform strategic improvements in program operations.

Who should apply? We are looking for professionals with :
A master's degree in economics, public health, public policy, sociology, statistics, psychology, or related field AND
Seven years of progressively responsible professional experience using quantitative data analysis to inform decision-making in one or more of the following areas : strategic planning and performance management; public policy analysis and development; program evaluation and continuous quality improvement; system-level planning in a public sector or human services environment AND
Concurrently, two years of experience supervising professional level staff. Note : A combination of graduate education and professional experience may be considered to meet the qualifications. Relevant professional experience may substitute for required education on a year-for-year basis. Preferred education : A PhD degree in economics, public health, public policy, sociology, statistics, psychology, or related field.
