Senior Project Manager
The Senior Project Manager leads, manages, and coordinates complex and technically challenging capital improvement, department operational projects from establishment of project scope through completion including warranty period if applicable. Duties may include, but are not limited to, project research; document drafting and preparation; contract review and development; plans, specification, and bid document preparation; bid coordination and review; project updates; construction administration; on-site inspection and coordination; and other related tasks assigned by the Supervisor.
The ideal candidate will be a licensed Professional Civil Engineer (PE) with eight or more years of experience in civil engineering design and / other management of capital improvement various underground utilities which include water, wastewater, stormwater mains and appurtenances, water production and storage facilities, wells and water and / or wastewater treatment facilities projects. They will bring at least one year of experience mentoring technical or professional staff, as well as at least one year of experience working in a government environment. A bachelor's degree in civil engineering or a closely related field is preferred.
This individual will have a strong background in delivering complex, multi-disciplinary projects, with a focus on water and wastewater design and construction. They will have demonstrated success in collaborating with project owners and stakeholders to develop comprehensive scopes of work, accurate cost estimates, and realistic project schedules, while proactively identifying and addressing risks and mitigation strategies.
In addition, the ideal candidate will be well-versed in government procurement procedures, and possess experience in monitoring project budgets, expenditures, and managing consultant and construction contracts.

Essential Functions
This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
- Prepares request for proposals / qualifications, manages the consultant selection process, prepares contracts for outside professional services and construction services, makes recommendations to Supervisor for the project delivery method, attends meetings, reviews plans and cost estimates, makes technical decisions and recommendations to consultants, coordinates with various departments, and prepares plans and specifications for a variety of capital improvement projects.
- Prepares status reports and presents project status to supervisor to update Department Director, Deputy City Manager, City Manager, and / or Council. Prepares Council Action Report (CAR) and presents to Council.
- Facilitates the advancement of complex projects through various phases of implementation. Plans, organizes, and administers project designs and construction contracts; and monitors process of contracting services, schedules, and meetings.
- Prepares project budgets and schedules.
- Meets with City staff, consultants, and other stakeholders to determine project scope of work and requirements to meet and conform to City standards.
- Communicates with the general public, contractors, consultants, other City employees, vendors, management, public officials, and others to successfully complete the project.
- Attends meetings that relate to projects (pre-bid, pre-construction, construction progress, Council meetings), visits and inspects construction sites for progress.
- Resolves procedural, operational, and other project-related problems and confers with supervisor when developing and proposing solutions and implementing solutions.
- Organizes public meetings to solicit input for development / design of projects.
- Communicates with the public to provide proper information regarding planned projects and projects currently underway.
- Provides information and updates to the CIP Manager and City Engineer
Requirements
Formal Education / Knowledge : Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.Experience : Minimum five years of experience in a related field.Certifications and Other Requirements : Valid Driver's LicenseReading : Work requires the ability to read and interpret general correspondence, memorandums, letters, blueprints, construction plans, contract documents, microfiche reports, as-builts, technical specifications, engineering drawings, etc.Math : Work requires the ability to perform general through complex math calculations such as addition, subtraction, multiplication, division; calculate decimals and percentages; perform mathematical operations involving basic algebraic and geometric principles and formulas; and compute quantities and make cost estimates.Writing : Work requires the ability to write general correspondence, memorandums, letters, reports to staff and Council, information to the general public, project conditions, change orders, and construction notes or related information clearly so there is little possibility of misinterpretation by contractors.Managerial : Job has no responsibility for the direction or supervision of others but may provide advice / direction to an employee with less experience / skill or tenure.Budget Responsibility : Significant - Oversees budget preparation of a project budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for city-wide budget expenditures.Policy / Decision Making : Significant - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisor to mid-management jobs.Technical Skills : Broad Application - Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs, solutions for highly complex issues, and / or processes organization-wide. Establish and maintain effective working relationships with Engineering coworkers and other city departments, with an emphasis on project owners, Development Services, Budget and Finance (including Procurement), and Legal.Become familiar with the City of Goodyear Engineering Design Standards and Details Manual, the adopted International Building Code, and various Approved Equipment and Materials Lists.Become familiar with the City of Goodyear's electronic plan review system, Acella.Assist in the preparation / revision of the City's CIP Plan by working with CIP Owners and departments to review and prepare comprehensive scopes, realistic schedules, and accurate budgets.Participate in continuous improvement measures to advance operational efficiencies for the Engineering Project Management Team in administering the CIP.Provide general assistance to the CIP Manager and other Engineering staff as necessary.Benefits
