Job description

Beyond School Hours Program Coordinator

Under the direction of the Coordinator of Beyond School Hours Programs, this position involves significant interaction and collaboration with various stakeholders, including Central Office staff, school-based personnel, the Maryland State Department of Education (MSDE), auditors, and community members. The role provides essential information and facilitates HCPSS programs. A key responsibility is to establish, maintain, and communicate critical information and processes for the registration and grading of both Beyond School Hours and Summer Programs. The individual also offers technical assistance and administrative support to the staff of these programs. Furthermore, the position is responsible for initiating, processing, and tracking purchase requisitions and p-card purchases using the HCPSS WorkDay system. Finally, the role requires reviewing financial, demographic, and academic data to identify and address any inconsistencies.

  • Establishes processes, maintains, and communicates expenditures for Beyond School Hours Programs including Evening School and Academic Intervention and Innovative Pathways Summer Programs
  • Initiates, processes, and tracks purchase requisitions and p-card / purchases through the Howard County Public School System's (HCPSS) WorkDay system for Beyond School Hours Programs.
  • Collaborates to establish, maintains, and communicates key information and processes for registration and grading for Beyond School Hours Programs including Evening School and Academic Intervention and Innovative Pathways Summer Programs.
  • Provides technical assistance and administrative support to Beyond School Hours Programs including Evening School and Academic Intervention and Innovative Pathways Summer Programs.
  • Reviews financial, demographic, attendance, and academic data and determines inconsistencies.
  • Collaborates within the Division of Equity and Innovation on shared policies.
  • Collaborates with stakeholders and the community.

  • Program and Policy Knowledge : Comprehensive understanding of the structure, goals, and operational procedures of Beyond School Hours and Summer Programs within the school system (HCPSS).
  • Educational Context : Familiarity with the roles and functions of various stakeholders, including Central Office staff, school-based personnel, and external entities like the Maryland State Department of Education (MSDE) and auditors.
  • Data Management & Reporting : Knowledge of best practices for data review, quality control, and identification of inconsistencies in financial, demographic, and academic datasets.
  • Financial / Procurement Systems : Working knowledge of WorkDay or similar enterprise resource planning (ERP) systems for initiating, processing, and tracking purchase requisitions and p-card purchase
  • Communication and Interpersonal Skills : Exceptional written and verbal communication skills for effectively interacting and collaborating with diverse stakeholders, including program staff, auditors, and community members.
  • Technical Proficiency : Strong technical assistance and administrative support skills, including proficiency with relevant software (e.g., Microsoft Office Suite, database / registration platforms) and the ability to train others on established processes.
  • Process and System Management : Proven skill in establishing, maintaining, and clearly communicating critical information and processes related to program registration and grading.
  • Financial & Administrative Processing : Detailed skill in accurate and timely processing and tracking of financial transactions (purchase requisitions, p-card purchases) using the required financial system (WorkDay).
  • Problem-Solving Skills : Ability to review financial, demographic, and academic data to accurately identify and report inconsistencies.
  • Collaboration and Coordination : Ability to successfully interact and collaborate with multiple internal and external entities to facilitate program operations and information flow.
  • Attention to Detail : Exceptional ability to maintain a high degree of accuracy and precision in managing registration records, grading processes, and financial tracking.
  • Information Management : Ability to organize, manage, and disseminate essential program information and processes clearly and efficiently to all necessary parties.
  • Proactive Support : Ability to anticipate needs and provide proactive, effective administrative and technical support to the Beyond School Hours and Summer Programs staff.
  • Adaptability and Prioritization : Ability to manage multiple tasks, prioritize conflicting demands, and adapt quickly to changes in regulations or program needs under the direction of the Coordinator.
  • Working Hours

  • The duty day for this position is 8 hours including a one hour duty-free lunch.

    Selection Criteria

    Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system. Applicants may be required to complete a skills assessment prior to or during the interview process.

    Employment Information

    Compensation

    This is a 12-month per year position in the Howard County Education Association, Educational Support Professionals (HCEA-ESP) employee unit. The current salary range for this position is Grade 2 1 on the Technical Central Office and School Based salary scale, $49,987 - $99,325. Step placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA-ESP Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.

    Telework Program

    This position is eligible to participate after the first 120 working days of employment. Telework schedules will be subject to approval and determined by the department and / or supervisor.

    Retirement

    Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee's annual salary.
