Job description

City Manager Position

Under the direction of the City Manager, work involves planning, organizing, directing and conducting the activities of 6 city divisions / departments. Oversees the department / division heads of the Human Resources, Finance Department, Customer Service Division, Purchasing and Contracting, Information Technology and Community Relations. Provides assistance to the City Manager in the performance of a variety of general administrative tasks and special projects and oversees the City's strategic planning, budget and agenda preparation efforts. Considerable independent judgment and initiative is required in performing assigned tasks thoroughly and without error. Senior Department Heads who reports to the City Manager and performs the duties of the City Manager in his / her absence.

Plans, organizes, and oversees a variety of citywide administrative projects, ensuring they are completed efficiently, within budget, and aligned with the City's strategic goals. Provides project management support to departments and monitors progress to ensure compliance with established timelines and objectives.

Works closely with department heads to evaluate current structures, staffing levels, and workflows. Provides recommendations for improvements, assists in implementing reorganization plans, and ensures changes enhance efficiency, accountability, and service delivery.

Conducts regular evaluations of the City's Administrative Policies and Procedures to maintain compliance with local, state, and federal regulations. Identifies areas for improvement, drafts revisions, and communicates updates to all departments to ensure consistency and understanding across the organization.

Serves as a resource to supervisors and staff by offering expertise in management practices, policy interpretation, and city operations. Facilitates training sessions, workshops, or presentations to improve staff knowledge and performance.

Provides guidance and counseling to employees regarding performance expectations, conduct, and career development.

Administers corrective or disciplinary action in accordance with City policies, ensuring fairness, due process, and documentation.

Directly supervises assigned staff, providing ongoing coaching and mentorship. Conducts periodic performance evaluations, sets goals and objectives, and develops improvement plans where necessary. Recognizes employee achievements and fosters professional growth.

Schedules and conducts regular meetings with staff to communicate City and departmental policies, upcoming initiatives, and organizational updates. Promotes open dialogue to ensure staff are informed, engaged, and aligned with City objectives.

Receives, reviews, and responds to requests and complaints from the public related to City administration. Refers matters to the appropriate department or agency, monitors follow-up actions, and ensures timely and professional responses are provided to citizens.

Assists the City Manager in overseeing the day-to-day operations of the City, acting as a liaison between departments, the City Council, and the public.

Oversight of City's Municipal Marina

Represents the City Manager in meetings or events as needed and provides recommendations on organizational and community matters.

Incumbent must be positive, creative and energetic to manage a group of dedicated employees responsible for "Fostering A Positive Work Environment".

The incumbent must possess excellent leadership and interpersonal skills, vision, commitment towards the development of a positive working relationship with the employees and the operating departments and understand the delicate balance between employee benefits and managerial philosophies.

Provides a work environment, which encourages clear and open communications.

Knowledge of current management methods and practices.

Knowledge of local, State and Federal laws, rules and regulations as applied to the activities and programs of municipal government.

Extensive knowledge of public administration, ordinances, policies and procedures of city government.

Knowledge of the organization, function and activities of the municipal government.

Ability to establish and maintain effective working relationships with City officials, department heads, employees and the general public.

Ability to utilize mathematical formulas and exercise analytical judgment in areas of responsibility.

Ability to communicate clearly, both orally and in writing.

Ability to plan, assign, direct and evaluate the work of subordinates.

Ability to perform research, compile records and reports and to make effective applications of findings.

Ability to operate modern office equipment such as a personal computer, calculator, fax machine, copy machine and telephone.

Graduation from an accredited four-year college or university with a bachelor's degree in public or business administration or a related field required. A master's degree in public administration, urban policy, political science, business administration or a related field preferred.

A minimum of 3 to 5 years of increasingly responsible experience in the administration and management of municipal programs and personnel; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. Physical and mental requirements include exerting up to 25 pounds of force occasionally, sufficient visual acuity to operate a computer and office equipment, ability to clearly and concisely express or exchange ideas in English, ability to perceive the nature of sounds at normal speaking levels, ability to sit for extended periods of time while performing desk and computer work, as well as stand for sustained periods during presentations, meetings, or while organizing and retrieving records, ability to move about on foot to accomplish tasks such as attending meetings, retrieving files, delivering materials, or accessing various office areas and facilities, ability to bend, kneel, or stoop when accessing lower file drawers, storage boxes, or shelving units, ability to extend hands and arms in any direction to retrieve or place files, materials, and office equipment, ability to perform substantial movements of the wrists, hands, and / or fingers for typing, filing, scanning, writing, and other office-related tasks, ability to make sound, logical decisions; analyze data; maintain attention to detail; manage multiple priorities; and apply reasoning while handling confidential and sensitive information in a fast-paced environment.

Work is primarily performed in a standard office environment with controlled temperature and lighting. Position requires frequent interaction with City staff, elected officials, community members, and outside agencies. Must be able to maintain professionalism in both routine and high-pressure situations. Work involves attending meetings, presentations, and community events, which may occur outside of normal business hours, including evenings and weekends. May require occasional travel to other City facilities, governmental offices, or community locations to attend meetings, conferences, or perform official duties. The work environment may include moderate noise levels and frequent interruptions from phones, email, and walk-in inquiries.
