Job description

Duties and Responsibilities :

  • Contribute to the project’s overall monitoring, evaluation, and learning (MEL) efforts to monitor progress, evaluate the performance and impact of, and learn lessons from the Program.
  • Participate in the design of MEL tools, including data collection instruments, questionnaires, etc.
  • Collect data to monitor progress related to specific indicators, benchmarks, and targets.
  • Assist the MEL Manager to establish baseline data against which subsequent performance will be measured.
  • Provide input to the MEL Manager to update and revise the PMP and MEL Plan as needed.
  • Collect and synthesize knowledge and learning gained from implementation and provide data-supported analysis to the MEL Manager.
  • Participate in periodic reflection sessions with all staff to improve interventions and approaches as needed.
  • Ensure data quality for performance indicators and specific outputs, outcomes, and impacts to facilitate better understanding of which approaches are working and which are not and adapt accordingly.
  • Train staff on indicator definitions and data collection processes as needed.
  • Train grant recipients on data collection process and monitor grant recipients as needed.
  • Contribute to the baseline, quarterly, and annual program reports.
  • Ensure on-time, accurate, and quality reporting.
  • Capture data for online MEL database.
  • Participate in relevant MEL technical working groups and coordinating bodies asneeded.
  • Travel to partner sites as needed.
  • Perform any other task assigned by the supervisor to meet Program objectives.

Qualifications :

  • Bachelor’s degree in a relevant discipline strongly preferred.
  • At least 2 years of experience implementing Monitoring and Evaluation systems in Georgia desirable.
  • Experience and / or familiarity with USAID program implementation, particularly in the sphere of professional and vocational education.
  • Familiarity with USAID MEL systems is an advantage.
  • Experience implementing program MEL plans and participating in data collection and adaptation of program approaches based on results and research.
  • In-depth knowledge of the local operating environment in Georgia is preferred.
  • Demonstrated leadership, integrity, and organizational skills.
  • Maturity, professionalism, positive attitude, and self-motivation.
  • Eligible to work and reside in the Republic of Georgia.
  • Fluency in English and Georgian.
