TVC - Grants Supervisor (Grant Specialist V)

The Fund for Veterans' Assistance awards competitive reimbursement grants to non-profits and units of local governments serving Texas veterans and their families. The Grants Program Supervisor serves as a member of the Texas Veterans Commission Fund for Veterans' Assistance team. Supervises the daily operations and activities of the Grant Officer section. Oversees the department's grant management process and workflows consisting of processing monthly reimbursement request, grant amendments, and prior approvals to grant services. Ensures staff is following the departments process, TVC, state and federal regulations. Performs complex grant administrative, coordination and programmatic work. Work involves interacting directly with grantee organizations to review, evaluate and process periodic reports and reimbursement requests from grantees.

Essential Duties and Responsibilities :

  • Supervise and oversee the work and activities of assigned staff.
  • Conduct employee performance evaluations and recommendations for personnel actions.
  • Plans, implements, coordinates, monitors, and evaluates staff productivity.
  • Review and approve monthly grantee expenditure and reimbursement request.
  • Review grant amendment request and provides recommendation prior to submitting to leadership for approval.
  • Review and approve grantee prior approvals to grant services.
  • Reviews and approves grant closeout.
  • Provides programmatic guidance and direction to staff and grantees regarding grant administration, policies, processes, procedures, compliance, and resolves programmatic issues and concerns.
  • Assists in the development and recommendations of departmental guidelines, procedures, policies, rules and regulations, and monitors compliance with policies and procedures.
  • Responsible for grant administration via TVC's electronic grant portal.
  • Must have excellent oral and written communication skills.
  • May prepare and deliver presentations to stakeholders and the business community.
  • Work hours other than 8-5 may be required.
  • Performs other tasks as assigned.

Minimum Education : Graduation from an accredited four (4) year college or university.

Experience and education may be substituted for one another on a year-to-year basis. College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.

Minimum Experience : Four (4) years of leadership experience by managing or supervising employees including writing and or reviewing employee evaluations. Two (2) years of experience in financial roles, grant management, business administration, public administration, project management, or related field.

Additional Requirements :

  • A valid Texas Driver's License must be provided within 90 days of hire.
  • Must have the Grant Management Certification at the time of hire or achieve the certification within 12 months of the hire date. (If the certification has been obtained, it must be provided before an interview can be extended).
  • Preferred Experience and Qualifications :

  • Graduation from an accredited four-year college or university with major course work in business or public administration or a related field.
  • Leadership Certification.
  • Grant Management Certification.
  • Experience with using an Electronic Grant Management System.
  • Experience with state agency operations, contracting, and legislative processes.
  • Experience with Adobe Acrobat Pro and Microsoft Office Applications.
  • Experience working for a nonprofit.
  • Honorably discharged veteran preferred.
  • Knowledge Skills and Abilities :

  • Knowledge of Code of Federal Regulations (CFR200).
  • Knowledge of Texas Grant Management Standards (TGMS).
  • Knowledge of laws and regulations pertaining to grants and / or contract administration.
  • Knowledge of Microsoft Office Suite such as Outlook, Word, Excel, and PowerPoint.
  • Knowledge of Adobe Pro creating, editing, merging PDF files.
  • Skilled in writing employee evaluations.
  • Skill in grant preparation, development and reconciliation.
  • Skilled at working / leading in a team environment and facilitating working relationships.
  • Skilled in reviewing monthly reports for accuracy.
  • Skilled in report writing and operating a computer with applicable software.
  • Skilled at working in a team environment and facilitating working relationships.
  • Ability to interpret guidelines, policies, procedures and regulations.
  • Ability to evaluate fiscal data for reasonableness, necessity and conformity with grant requirements.
  • Ability to supervise staff and operations with little supervision.
  • Ability to communicate effectively both orally and in writing.
  • Ability to conduct web based and live presentations to large audiences.
  • Ability to perform work within the required time and can meet scheduled deadlines.
  • Environmental & Physical Conditions : Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand / wrist / finger motions while using the computer.
