PROFESSIONAL ENGINEER III

Salary : $69,000 - $74,000 yearly (commensurate based on experience)

Responsibilities

  • Work within the State Revolving Fund Program, under supervision of Program Administrators and professional engineers, to implement SRF loan programs authorized under the Clean Water Act and Safe Drinking Water Act.
  • Apply engineering knowledge to ensure proposed facilities are constructed in accordance with good engineering practice.
  • Travel to project site locations may be required; work 40 hours per week with core on-site hours 9 : 00 AM – 3 : 00 PM.
  • Adhere to the Department's Standards of Conduct and applicable policies, procedures, and orders.
  • Engage in advanced professional engineering tasks requiring licensure by the State Board of Professional Engineers and interaction with other engineers in government and private practice.
  • Interpret federal / state rules and provide guidance to local government officials and their engineering representatives; assist in rule revisions as necessary.
  • Manage or oversee construction phase activities, including reviews of disbursement requests, change orders, and construction inspections for conformance with plans and specifications.
  • Review planning documents (e.g., sewer system evaluation surveys) and coordinate interdisciplinary reviews with other agencies.
  • Review or oversee reviews of interlocal agreements, capital finance plans, public participation documents, and user charge systems.
  • Prepare or oversee environmental information documents under applicable Florida Administrative Codes.
  • Review plans and specifications for conformity with planning documentation and ensure bidding information aligns with these documents; review value engineering as applicable.
  • Coordinate asset management planning and assist with Capacity Assessment, Source Water Protection, Public Water System Supervision, and related funding eligibility.
  • Support management during revolving loan priority list development and assist with public notices, hearings, and Notice of Final Agency Action; respond to public questions and coordinate closeout documentation.
  • Process project closeout paperwork and submit for processing by SRFM; perform other duties as assigned.

  • Wastewater engineering, design, construction, and operations
  • Concepts, terminology, principles, and analytical techniques of sanitary and civil engineering

  • Water supply treatment and distribution systems
  • Drinking water rule requirements
  • Standard engineering economics
  • Skill in

  • Professional use of Microsoft Office Suite (Outlook, Word, Excel)
  • Ability

  • Interpret and apply federal and state guidelines related to CWA, CWSRF, SDWA, and DWSRF programs
  • Solve engineering problems and apply applicable rules and procedures
  • Review planning and bid documents for compliance and review value engineering when applicable
  • Plan, organize, coordinate work assignments; prioritize workload
  • Communicate engineering information effectively in writing and verbally
  • Establish and maintain effective working relationships; develop various reports
  • Travel to perform on-site inspections and maintain a valid driver's license
  • Applicable Job-Specific License or Certifications

  • Florida Professional Engineer License
  • Preferred Qualifications

  • Bachelor's degree in environmental, engineering, natural sciences, or business / finance management
  • Knowledge of stormwater treatment practices and nonpoint source pollution management
  • Experience managing state agreements and contracts and the state procurement process
  • Florida Certified Contract Manager (FCCM) status
  • Knowledge of environmental issues and laws related to water and ecosystems in Florida
  • Excellent communication, organization, and time management skills

    $69,000 - $74,000 yearly (commensurate based on experience)
