Budget Formulation SME Analyst

Koniag Emerging Technologies, LLC (KET), a Koniag Government Services company, is seeking an experienced Budget Formulation SME Analyst with an active Secret Clearance to support KET and our government customer in Alexandria, VA.

The SME will advise the Government on technical and functional aspects of the Budget Formulation (BF) Tool (Oracle Enterprise Performance Management, EPM) to optimize how the agency uses the BF Tool. Prior experience in the use, deployment, or sustainment of the EPM Budget Formulation Tool is highly preferred. The SME will leverage advanced data management tools and strategies to ensure integration, reporting, and decision-making capabilities are optimized across the agency's financial systems.

Experience with Department of Defense (DoD) budget formulation is required. Candidates must demonstrate knowledge of DoD financial processes, policies, and reporting requirements as they relate to budget formulation.

Proficiency in Microsoft Excel is required. Excel will be used extensively for database output reconciliations and as a data conversion tool for interfacing between EPM and Core Financials out of DAI. Candidates must be able to apply advanced Excel functions, including but not limited to :

• Pivot tables and advanced lookup formulas (VLOOKUP, INDEX / MATCH, XLOOKUP).
• Power Query and Power Pivot for data transformation and integration.
• Macros and VBA scripting for automation of reconciliations and reporting.
• Database connectivity (e.g., importing and reconciling outputs from Oracle or other financial systems).

Proficiency with Oracle platforms, database applications, and DAI and its associated OBIEE reporting tools is highly preferred, as these are critical to ensuring data accuracy, analysis, and transparency across the budget lifecycle. Experience working directly with the DAI PMO is also highly preferred, particularly in communicating issues, coordinating escalations, and resolving items that require PMO involvement or governance.
