Grant Accountant
Snohomish County Department of Emergency Management (DEM) is seeking a highly capable and motivated Grant Accountant to join our team. Please note that this is a termed position until December 31, 2026 due to grant funding.
As a Grant Accountant you will be part of an Admin and Finance team responsible for coordinating and managing a diverse range of tasks and activities. Your responsibilities will include granting facility access through the lobby, answering and directing phone calls from the public, and addressing their concerns and complaints with efficiency. Monitor the DEM finance email and work with templates and forms.
You will also be involved in purchasing and contract management, conducting all procurement activities in compliance with departmental and county policies. This includes managing purchase orders, tracking contract performance, and coordinating with vendors as needed.
Accounts Payable duties will include timely collecting and processing of invoices, expense reporting, and reconciliation. Working with County issued scripts, you will enter invoices and maintain records in the accounting system. You will run appropriate banking and accounting reports.
Accounts Receivable duties will include timely generation of invoices, invoice tracking and processing payments accurately. You will support internal and external audits by providing necessary documentation, reports, and reconciliation.
Your role may include preparing and submitting travel documentation and overseeing travel-related receipts, forms, and reimbursements.
As a member of the Emergency Operations Center (EOC) staff, you may be required to work after hours and on weekends during emergency activations. A bachelor's degree in accounting, business, finance or other field directly related to professional accounting work; Plus, two (2) years of professional accounting experience; OR any combination of training and or experience that provides the required knowledge and abilities. Washington state certification as a Certified Public Accountant may be substituted for the required education. Must pass job related tests. Previous professional accounting experience for a governmental agency is preferred. A Washington State Driver's License may be required.
Knowledge of the principles, theories and practices of governmental accounting; current accounting developments and trends; budgetary principles, practices and procedures; internal and operational control concepts, techniques and relationships; Windows based applications including word processing, spreadsheet and database software; the use of computer technology, rules, regulations, reference materials, technical reports and legal documents. Ability to analyze financial records; identify procedural and system problems and develop solutions; read, interpret and apply relevant federal, state and local laws, rules and regulations; establish and maintain effective working relationships with elected officials, department heads, associates, subordinates, and the general public; communicate effectively both orally and in writing; maintain necessary records and prepare required reports; work with minimum supervision within prescribed guidelines; use county standard computer systems and office software and hardware packages; learn Generally Accepted Accounting Principles (GAAP) pertaining to financial practices and procedures.
The employee receives limited supervision from an administrative manager as assigned. Guidance in the creation of financial systems is provided by the Financial Systems Group. Objectives, priorities and deadlines are established by the manager. Employees plan and carry out successive steps and resolve problems in accordance with instructions, policies and accepted practices. The work is performed in the usual office environment with field trips to various locations throughout Snohomish County as necessary.
