Social Services Director I (Craig County)

Job Summary

The Social Services Director I is the first level in the group for Social Services Directors. Employees are responsible for all social service and financial programs in a small office and directly supervise line staff and / or supervisors.

General work tasks include, but are not limited to :

Plans, organizes, and directs social service programs in a small office.

Develops department budgets and monitors expenditures.

Performs human resource duties as prescribed by the local board of social services.

Plans and coordinates implementation of programs.

Ensures quality of services and maintenance of records and files.

Develops policies, procedures, rules, and regulations to meet client and department needs.

Develops plans to meet changing regulations and program requirements.

Supervises staff, including performance planning and evaluation.

Collaborates with community partners such as local administrators, department directors, and other social service agencies.

Prepares reports and delivers presentations as needed.

Researches and develops agency resources, including grant opportunities.

Conducts staff conferences and directs staff development projects.

Conducts program appeals hearings and issues written decisions.

Makes recommendations for operational improvements.

Interprets and explains programs, regulations, procedures, and eligibility requirements.

Knowledge, Skills, and Abilities

Knowledge :

Considerable knowledge of social, economic, and health issues and programs relevant to clients; applicable laws and regulations on welfare services; available community resources; principles of office management and supervision; social work caseload management; counseling techniques; and the organization of local, state, and federal human services programs. Also knowledgeable in strategic planning, human resource management, community organization, and statistical analysis.

Skill :

Proficiency in using office equipment, including personal computers and related technology.

Ability :

Demonstrated ability to work effectively with others; communicate clearly both orally and in writing; conduct research; plan and direct social service programs; interpret and apply laws and policies; supervise employees; engage community partners; represent the agency before boards or councils; and demonstrate leadership in system design, personnel management, and budgeting. Must be able to negotiate contracts, analyze problems, and apply logical and creative solutions.

Education and Experience

Masters degree in a related field, supplemented with professional experience in social work and supervisory or management experience, or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.

Special Requirements

Must pass background checks and possess a valid drivers license.

Subject to criminal history, central registry, and DMV record checks, as well as pre-employment drug screening.

Background investigation may include fingerprinting (State Police / FBI), employment verification, education confirmation, and credit checks (as applicable).

This position is covered under Code of Virginia §63.2-1601.1 or §63.2-1720 requiring fingerprinting and a Central Registry search.

All offers are contingent upon satisfactory completion of the required checks and screenings.

Must be willing to work in a local emergency shelter in the event of a disaster or emergency.
