Job Objective :
Coordinate, manage, and develop The Salvation Army Information Management System (SIMS) to support all program client data collection and reporting functions. Work to implement and administer the Central Territory’s client management system, utilizing the Territorial’s SIMS server as it pertains to the integration of current and future integration of social services programs, Pathway of Hope, and Adult Rehabilitation Center Command, as identified by the Territory and Divisions, with the objective of a building and maintaining a comprehensive client database system. Supports the Territorial Social Services Department in development, revisions and vendor relationships for Contracts Management System, Program Evaluation Database, other databases, and special projects.
Territorial Data Systems Administrator
- Oversee, set up, implement, and maintain SIMS system in support of all Salvation Army programs.
- In consultation with the Territorial Social Services Secretary, Assistant Territorial Social Services Secretary, Territorial Headquarters IT, Territorial Headquarters Legal, and divisions, where appropriate make final decisions and recommendations regarding the structure of SIMS, negotiate changes when conflicts and inconsistencies occur, and protect the confidentiality of client data.
- Ensure that external and internal products and processes support systems integration and effective management, so that both end users, administrator and organizational outcomes can be effectively reported.
- Serve as the project coordinator of the THQ Social Services data systems management team by prioritizing, assigning, and monitoring all projects, and providing written input into annual employee performance evaluations.
- Lead the team of System and Agency Administrators in SIMS or the Territory and act as the chair for the SIMS System Admin Committee.
Vendor Relations, Financial and Licensing Oversight
Establish and maintain vendor relationships that will support the objectives of the Territorial Social Services Department.Oversee the Territorial and Divisional administrative staff billing procedures for license use as appropriate.Coordinate license assignments with the Territorial and Divisional administrative staff.Review vendor contract(s) that support the Client Management System and other databases for billing accuracy and completion of projects within contracted deadlines and deliverables. computer-related issues.Oversee the recording process of SIMS license in use and obtain additional licenses as needed.Work with divisions in data migration through bridges from our system to another database system required by contractual agreement. Any bridges or interfaces from another system to the Territorial system are to be approved through the appropriate processes.Consultation and Training
Provide territorial-wide data management systems consultation and direction for SIMS to unify and support the implementation of Salvation Army programs. Provide consultation with other Territories and National Headquarters on SIMS for The Salvation Army as requested.Consult with THQ Pathway of Hope, divisional system administrators, Pathway of Hope Regional Coordinators, and divisional staff responsible for implementing, training, and administering SIMS, TSSAM, and other client and program data personnel.Develop SIMS administration training curriculum and provide training and ongoing end-user support for divisional social services staff using SIMS.Report Writing
Complete or assist with statistical reporting of special programs and / or answering special requests for statistical information throughout the year, including seasonal programming statistics.Maintain an active relationship with the Territorial Statistical Bureau.Assist the Data Analyst with territorial report writing, as needed.Assist territorial and divisional grant writing staff to mine specific data for new social services grant proposals.Record and report weekly POH management team project assignments and due dates.Assist divisional staff with program evaluation and the DHQ / THQ review processes.Liaison with other departments and entities
Act as the main contact and liaison with the vendor(s) of the Salvation Army Information Management System (SIMS), the Territory’s Client Management System and The Salvation Army Central Territory, and The National Headquarters as requested, and maintain an active oversight relationship with the vendors with regular phone and face-to-face meetings.Maintain an active working relationship with the Territorial Headquarters, IT department on all technology-related matters.Share information and implement SIMS in ways that will further the effective use of SIMS in the Salvation Army at the National, Territorial, Divisional, and Corps levels.Collaborate with the Contract Administrator on any needed system contracts and assess features including logging changes / updates.Other Duties
Collaborate with the Territorial Social Service Secretary in the support of special projects as assigned and requested.Attend educational opportunities when appropriate.Maintain a thorough knowledge of the SIMS application, upgrades, and version releasesSupport the mission of The Salvation Army by treating every client and colleague with individual respect and dignity, and without discrimination of any kind.Education :
Bachelor's degree in social work, human services, information systems, or a comparable degree from an accredited college or university.
Experience :
Four years of experience in administrating SIMS or comparable client management systems that support social services programs. Supervisory experience preferred.Building successful client tracking systems and producing reports.Knowledge, Skills, and Abilities
Ability to deal with a variety of variables.Able to interpret various instructions.Ability to compute profit and loss, ratio and proportion and percentage for budget management and projections.Ability to compute statistical reports (fluency with SAP Business Objects is preferred).Ability to speak and understand English in a manner that is sufficient for effective communication with supervisors, employees, beneficiaries, and customers.Demonstrated capacity to train adults in a group setting.Familiarity with Salvation Army policies and procedures.Excellent oral and written communication skills.Internet browser expertise, specifically Mozilla Firefox, Google Chrome, and Internet Explorer.Social services experience and a solid understanding of agency and provider service objectives.Must be able to work with others to anticipate, identify and solve problems relating to individual database use or system-wide issues.Needs to know evaluation processes and techniques, and how to introduce evaluative research regarding services being performed.Supervisory Responsibility :
The Director for Social Services Data Systems provides direct supervision for the following staff : Client Services Data Administrator and Training Systems Coordinator.
