Public Works Foreman

Job Title

Essential Functions / Major Responsibilities :

• Provide management oversight and guidance to the staff operating in the water distribution, wastewater collection, street, storm water, parks and airport system.
• Assist in the preparation of the water distribution, wastewater collection, streets / storm, parks and airport budget and the planning and advancement of Capital Improvement programs.
• Schedule and supervise task assignments and vacation leave of assigned department staff. Conduct performance evaluations for subordinate employees and submit this data to the Public Works Director. Annually provide training needs of individual employees and propose a schedule to enhance these skills.
• Provide for compliance of all safety rules and regulations and departmental safety programs that apply to the water distribution, wastewater collection, streets / storm, parks and airport division and coordinate these programs and safety training with the Public Works Director.
• Manage the assignment, maintenance and operations of equipment and vehicles with the Public Works Division and coordinate these responsibilities with other operational divisions.
• Request the necessary purchases of supplies and equipment within authorization limits from the department budget using established purchasing policies.
• Locate and properly mark City owned infrastructure as required by notification of planned and proposed excavation by contractors and property owners within city limits and urban growth boundaries.
• Maintain and manage adequate inventory of supplies and parts required for wastewater collections and water distribution.
• Act as Certified Wastewater Collection System and Water Distribution System Operator. Exercise authority for establishing and executing the specific practices and procedures of operating the systems in accordance with the policies of the City and requirements of the waste discharge permit, State Administrative Rules and Oregon Health Department.
