Qualifications

Education and Experience : Graduation from an accredited college or university with a bachelor's or

higher degree in environmental science, physical sciences (e.g. physics, chemistry, geology,

meteorology), ecology, sustainability or applied science in sustainability, life sciences (e.g.

biology, microbiology, health physics or biophysics), environmental health, pre-medicine,

engineering or other acceptable science or natural resource related field and five years of

full-time professional environmental program, natural resource conservation work or full-time

professional work that involved ensuring compliance with radiation safety standards and / or

environmental regulations.

Substitution of Education for Experience : Graduate coursework in environmental science, biology,

chemistry, geology, engineering, physics, ecology, sustainability, applied science in

sustainability, or other acceptable science or natural resource related field may be substituted

for the required experience, on a year-for-year basis, to a maximum of two years (24 semester hours

is equivalent to one year).

Substitution of a Specific Bachelor's Degree for Experience : A bachelor's degree in health physics

or nuclear engineering may substitute for one year of the required experience in the Division of

Radiological Health.

Necessary Special Qualifications :

Applicants for this class must possess a valid motor vehicle operator's license at the time of

appointment in some positions.

Examination Method : Education and Experience, 100%, for Preferred Service positions.

Overview

Under general direction, is responsible for managerial professional environmental program work of

considerable difficulty and performs related work as required. This is the third managerial / supervisory level in the TDEC Environmental Manager classification series. An employee in this class performs professional environmental supervisory duties in environmental regulatory, radiological health, and / or assistance programs by managing at least one Statewide program, managing an environmental field office, or managing a regional program covering more than one field office area. This class differs from TDEC Environmental Manager 4 in that an incumbent of the latter manages two or more statewide programs or may function as an Assistant

Director.

Responsibilities

1. Oversees direct reports of a large program or section through various means, including, but not

limited to completing and submitting performance review documents; addressing and / or properly recognizing direct reports' performance in accordance with Human Resource policies and

procedures : assigning job tasks (e.g. complaints, inspections, permits, etc.) and ensuring direct

reports complete tasks on time and in accordance with division and agency regulations, policies,

SOPs, etc., reviewing staff assignments (e.g. inspection reports, permits, reports, corrective

action documents, etc.) for accuracy and completion; and ensuring staff adheres to all agency

directives, policies, procedures, and protocols. In the event disciplinary action is necessary,

coordinates with Human Resources to ensure all critical factors are considered and disciplinary

action is imposed in accordance with all policies and procedures.

2. Provides technical and / or managerial support and direction to employees of a large program or

section performing (or independently performs) environmental inspections, complaint investigations,

remediation, inventories, monitoring work (e.g. sampling and evaluation of pollutants and / or

ionizing radiation), environmental surveys, etc.; and / or inspection of equipment, structures,

materials, and / or sites / facilities to evaluate levels of pollutants and / or to ensure proper

installation, maintenance, and / or operation and determine compliance with environmental laws,

regulations, or other standards. Assists staff in the development of corrective action recommendations for identified problems, and if necessary, directs staff to initiate enforcement action to effect compliance of established standards, laws, rules, regulations, or policies.

3. Directs staff to obtain / receive, review, and analyze (or independently obtains / receives,

reviews, and analyzes) technical information (e.g. records, data, operational plans, enforcement

action requests, permits, permit applications, reports, reciprocity documents, National

Environmental Policy Act (NEPA), licenses, computational modeling, etc.) for accuracy and

completeness and interpret findings and results to ensure compliance with established design

criteria; operations of facilities and systems; stakeholder needs; and standards, laws, rules,

regulations, or policies and procedures. If necessary, assists staff in determining if a compliance violation warrants enforcement, and develops or directs staff to develop corrective action for identified problems and initiates enforcement / legal action to effect compliance of established standards, laws, rules, regulations, or policies and procedures.

4. Oversees staff preparing (or independently prepares) technical documents (e.g. records, data,

operational plans, enforcement action requests, permits, designs, layout, inspection reports, soil

evaluations, etc.) and documentation of relevant work activities (e.g. contacts, meetings, etc.) in

a concise and legally defensible manner to ensure Agency's missions are met using regulations,

policies, etc. Oversees staff maintaining or independently maintains data and databases in

accordance with division and agency requirements, and generates and provides queries / reports for

stakeholders, as necessary.

5. Discusses recommendations for employment action with management based on workload analysis and

division / agency resources in order to meet stakeholders' business needs. Recruits, interviews,

selects, and / or assists in hiring employees for the work unit, and ensures the preferred services

rules are strictly adhered to in selecting the recommended applicant for employment or promotion.

6. Encourages team development amongst direct reports by listening, sharing, and / or directing

workgroups, special assignments, planning teams, etc.; providing recommendations for professional

development and training opportunities; and any other means necessary to ensure staff continues

their commitment to departmental goals. Coaches / trains, develops, and mentors staff by identifying training needs for new and incumbent staff; identifying and discussing the proper methods and procedures for performing environmental work; and / or any other means necessary to improve staffs

knowledge or skills and ensure adequate training to perform an assigned job task.

7. Develops / performs and / or provides technical and / or managerial support and direction to employees

performing research on regulatory information and special evaluation studies of environmental

pollutants and its effects to develop and / or revise rules, regulations, technical policies,

standard operating procedures (SOPs), etc. in order to stay current with local, state, and federal

standards and / or procedures and division / departmental guidelines. When necessary, provides

consultative, technical, or managerial support to staff educating stakeholders (e.g. industry,

municipalities, counties, individuals, or groups) on revisions to and interpretation of

regulations, policies, etc., as well as the necessity and methodology of enhancing environmental

stewardship, health or other standards, practices, and safety.

8. Assists management with budget adherence and development by managing fee programs to ensure

funds are accurately tracked and distributed; managing purchase requests, budget development, and

expenditures of funds; ensuring reimbursements or billing requests are properly justified and

submitted timely and with properly coded expenditures; ensuring contract work is conducted in

accordance with proposed scope and established rates; ensuring equipment is maintained and obtains

cost estimates with written justifications for equipment needs; determines eligibility to

participate in fund reimbursement programs and provides technical oversight, review, and / or project

management of ongoing state and / or federal grant loan programs; compiling technical aspects of

fiscal reports; and any other means necessary. Oversees state and / or federal grant loan funding

programs by planning, researching, conducting field work, managing data sets, writing annual

reports, and / or scheduling and / or participating in public meetings / hearings or public outreach

events.
