Overview :

The Program Manager will lead planning, execution, governance, and reporting for a large-scale Agile / DevSecOps program at the Centers for Medicare & Medicaid Services (CMS). This role oversees multi-disciplinary teams delivering secure API platforms in compliance with CMS Technical Reference Architecture (TRA), Acceptable Risk Safeguards (ARS), and Target Lifecycle (TLC) standards.

Core Responsibilities :

• Direct all program activities including transition-in, O&M, modernization, and transition-out.
• Manage project planning, budgets, schedules, and performance metrics.
• Lead Agile delivery using SAFe methodology across multiple Scrum teams.
• Serve as primary liaison to CMS Contracting Officer's Representative (COR) and stakeholders.
• Ensure compliance with CMS lifecycle, ARS 5.1, and FISMA Moderate requirements.
• Oversee risk management, issue resolution, and performance reporting.
• Coordinate subcontractor and partner performance; drive quality outcomes per QASP.

Location : Work will be primarily onsite in Washington, DC, or other designated sites. Remote work requires prior client approval. Local and occasional out-of-area travel may be required.
