Overview
The City of Redding Electric Utility (REU) is seeking a skilled and NERC-certified professional to lead our Electric Utility System Operations – Transmission & Distribution (EUSO-T&D) team. The ideal candidate will have extensive experience in power dispatching, substation and transmission operations, and supervising 24 / 7 utility system operations.
This role requires strong leadership, excellent communication, and a deep understanding of NERC TO, TOP, and TPL standards. Success in this position depends on the ability to lead a high-performing team, foster interdepartmental collaboration, and coordinate effectively with other utilities and agencies. The candidate will oversee system load coordination, switching operations, emergency response, and ensure regulatory compliance and audit readiness. Experience with GIS / OMS systems, SOP development, outage communication protocols, and operational reporting is essential.
A minimum of five years of power dispatching or seven years of relevant utility operations experience is required, along with valid NERC certification. The ideal candidate will be proactive, team-oriented, and committed to safety, reliability, and continuous improvement in electric service delivery.

Responsibilities
- Provide supervision, coaching, evaluation, and training of staff assigned to the EUSO-T&D group in their related duties to coordinate activities with operation of the City of Redding electric transmission and distribution system.
- Maintain REU Standard Operating Procedures (SOPs) related to Electric Utility System Operations Transmission and Distribution.
- Ensure all relevant SOPs comply with the NERC TO, TPL and TOP requirements. Ensure all staff review SOPs at the required periodicity and after every major revision. Maintain latest versions of SOPs in the REU Document Control System.
- Review and direct the training of Electric Utility System Operators – Transmission & Distribution and Electric Utility Assistant System Operators – Transmission & Distribution in performance of assigned duties, ensure System Operator compliance with safe work practices and procedures and NERC / WECC Reliability Standards associated with TO, TPL and TOP classifications.
- Ensure that REU system operation is in full compliance with all NERC and WECC reliability standards and report non-compliance events under required timeframes as applicable by reliability standard definitions. Maintain applicable reliability certifications as required.
- Ensure all EUSO-T&D staff are NERC certified and maintain their Continuing Education Hours (CEHs) as necessary.
- Represent the Electric Utility in various forums and at various venues as assigned.

Communicate effectively with representatives of electric utilities and other power companies.Direct the redistribution of electric loads, required switching, and the removal and restoration to service of lines and equipment.Exercise sound judgment in coordinating safety of personnel and equipment during emergencies.Prepare oral and written reports.Supervise the compilation and preparation of related data.Interact effectively and build and maintain relationships with employees, the public, and other utility and marketing personnel while operating under City policies.Education, Experience and Special Requirements :
Typical education : high school diploma or equivalent with emphasis in physics, science, mathematics, and communications courses.Typical experience : five years of power dispatching or seven years of increasingly responsible experience in power substation, generation, and dispatching operations.Possession of a North American Electric Reliability Corporation (NERC) certificate in one of the following : Reliability; Balancing, Interchange, and Transmission; or Transmission.Incumbents in this position are required to maintain NERC certification.Possession of the appropriate California driver's license, or the ability to acquire one within ten days of appointment.Click here to apply!
