Principal / Sr Principal Price / Cost Analyst

Northrop Grumman Defense Systems is seeking a Principal / Sr Principal Price / Cost Analyst to support the Pricing and Cost Estimating organization working at any Northrop Grumman facility nationwide. Remote or hybrid schedules will be considered. We are seeking a highly motivated individual to act as trusted advisor and subject matter expert for price and cost analysis. The successful candidate will demonstrate the skill and ability to analyze and develop innovative solutions to complex problems and be able to communicate effectively at the highest levels. The candidate must possess in-depth knowledge and understanding of Federal Government contracting regulations and best practices and be prepared to perform with limited supervision. This position can be filled at either the Principal or Sr. Principal Level.
Responsibilities include :
- Evaluates Supplier proposals for compliance to Federal Acquisition Regulation (FAR) Part 15 Table 15-2 requirements, and prepares and provides written supplier Price / Cost Analysis Reports (PCARs) detailing and evaluating the suppliers' price / cost proposal
- Participates in fact-finding sessions via telecom or at suppliers' site
- Requests and obtains DCMA Assist Audits where applicable
- Establishes supplier proposed vs. evaluated positions by major element of cost
- May participate in supplier negotiations
- Maintains all records and supporting data used and provided in support of proposals
- Conduct market research, analyze historical data, and develop cost estimating models and factors to evaluate price reasonableness
- Supports GSC pricing and estimating activities during the proposal phase
- Performs cost estimating / pricing duties and analysis in accordance with recognized industry best practices, specific solicitation and customer requirements, and in full compliance with USG regulatory requirements
- Serves as the principle liaison between the Pricing Cost Estimating Group and other functional departments
- Reviews NG material estimates and reviews consolidated priced bill of material for adequacy prior to incorporation into the NG cost volume
- Reviews Buyer / Subcontract Administrator completed price analyses, in support of submission to Customer, for adequacy
- Supports Defense Contract Audit Agency (DCAA) Proposal and Estimating System Audits
- Reviews current process, procedures, work instructions, and tools and recommends improvements
- Conducts or support training activities
Basic Qualifications :
Must have 9 years of related experience in lieu of degree; Will consider : Bachelors degree in business, finance, accounting, economics, supply chain, or related discipline with 5 years of experience. Or Master's degree with 3 years of experience in business, finance, accounting, economics, supply chain, or related discipline.Experience in Price / Cost Analysis, Subcontract and / or supply chain administration, Pricing & Estimating, Proposal Development, or Accounting / Finance.In-depth understanding of estimating and procurement policies, procedures, and regulations are essentialPrevious experience with FAR, DFARS, and other U.S. Federal Government contracting regulationsThe ability to work well in team environmentsExperience in capture and proposal activities in a government acquisition environmentProficiency with Microsoft Office SuiteAbility to work with minimal supervision and apply sound judgment to problem solvingAbility to obtain and maintain DoD Secret Security ClearanceSr Principal Price Cost Analyst :
Must have 12 years of related experience in lieu of degree; Will consider : Bachelors degree in business, finance, accounting, economics, supply chain, or related discipline with 8 years of experience. Or Master's degree with 6 years of experience in business, finance, accounting, economics, supply chain, or related discipline.Experience in Price / Cost Analysis, Subcontract and / or supply chain administration, Pricing & Estimating, Proposal Development, or Accounting / Finance.In-depth understanding of estimating and procurement policies, procedures, and regulations are essentialPrevious experience with FAR, DFARS, and other U.S. Federal Government contracting regulationsThe ability to work well in team environmentsExperience in capture and proposal activities in a government acquisition environmentProficiency with Microsoft Office SuiteAbility to work with minimal supervision and apply sound judgment to problem solvingAbility to obtain and maintain DoD Secret Security ClearancePreferred Qualifications :
Working knowledge of SAPActive DoD Secret Security ClearanceFamiliarity with the concept and application of Cost Improvement CurvesFamiliarity with Cost Accounting Standards, and Generally Accepted Accounting Principles, and accounting / proposal audit techniquesStrong organizational, written, and oral communication skillsExperience with template and tools developmentAbility to meet deadlines in a challenging, multi-tasking environment, while maintaining compliance during all stages of the proposal / acquisition processExperience with software or web developmentPrimary Level Salary Range : $82,900.00 - $124,300.00 Secondary Level Salary Range : $103,200.00 - $154,800.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
