This position works within our Youth & Family Division. Responsible for the provision and management of all Outpatient Child, Youth, and Family Mental Health and Substance Abuse Services at the Sharon Bulova Behavioral Health Center. Services are provided by 25 staff for youth ages 3 to 23 years. Directly supervises three team leader / clinical supervisors and works with five other program managers and the division director in managing the Youth & Family Service System. Provides management of clinical service utilization including client flow through services, and compliance with CSB, county, insurance, Medicaid, state, and federal regulations. Confirms recordkeeping is in compliance with regulatory mandates. Ensures that state performance goals are met along with revenue targets. Manages human resources issues of staff under supervision in coordination with the Human Resources Department including hiring and disciplinary actions. Continually audits / reviews service quality, staff service competency, and management of grants, the site, records, and services. Determines staff training needs. Reviews, interprets, and implements changes prescribed by regulatory agencies. Participates in Sharon Bulova site management activities and program, agency and inter-agency workgroups.

Employment Standards
MINIMUM QUALIFICATIONS : Any combination of education and experience and training equivalent to Graduation from an accredited college or university with a master's degree in psychology, social work, or a related field; plus, five years of related professional experience, of which two, years must have been in a supervisory role.
NECESSARY SPECIAL REQUIREMENTS : The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter. This position is emergency / essential services personnel. (Required to report for duty during inclement weather and / or other emergencies.) Licensed providers may not "opt out" of being a Medicare provider.
PREFERRED QUALIFICATIONS Experience providing therapy and case management to children and adolescents. Licensed to practice in the Commonwealth of Virginia in one of the following : Licensed Clinical Social Worker, Licensed Professional Counselor, Clinical Psychologist, Licensed Marriage and Family Therapist, Licensed Substance Abuse Treatment Practitioner, or Licensed Nurse Practitioner (LNP). Experience handling clinical documentation and insurance requirements, service utilization management, and clinical services. Strong knowledge of human resource practices and experience managing human resource issues. Ability to manage changing multiple workload tasks and work well in a team environment.
PHYSICAL REQUIREMENTS Ability to observe, process, and document clinical information and execute clinical interventions. Ability to lift up to 15 lbs; operate keyboard driven equipment; read and enter data into an electronic health record; and community well with others. Job is primarily in non-traditional office settings in the community. Must be able to drive to other locations for services and meetings.
