  • While the full salary range for the Community Service Specialist position is $23.11 - $34.68 hourly / $48,068.80 - $72,134.40 annually, the anticipated hiring range is $24.73 - $28.89 hourly / $51,438.40 - $60,091.21 annually.

GENERAL STATEMENT OF DUTIES :

Under the general supervision of the Shift Sergeant or Deputies, this position will perform duties in support of the Sheriff's Office operations. This position will assist with routine, non-hazardous law enforcement duties for which a Deputy is not required. Community Service Specialists do not independently respond to in-progress crimes, past situations where there is a suspect, or volatile situations.

Duties

EXAMPLES OF ESSENTIAL FUNCTIONS :

The following duty statements are illustrative of the essential function of the job and do not include other non-essential or marginal duties that may be required :

  • Drives an agency vehicle and watches for suspicious behaviors, disabled vehicles, hazards, vandalism, or traffic accidents; respond to requests for assistance or information from the public.
  • Takes phone calls concerning civil and criminal issues, furnishes information to the public and authorized law enforcement personnel.
  • Assists motorists and advises the public of parking regulations and parking violation procedures; reports irregular circumstances to law enforcement staff.
  • Conducts special studies and projects at the direction of Sheriff's Office Staff.
  • Prepares unknown suspect Offense and / or Incident reports on any person coming to the Agency to speak with an officer; interviews victims and witnesses; completes the appropriate reports.
  • Prepares unknown suspect Offense and / or Incident reports via telephone as outlined in Sheriff's Office polices.
  • Enters and retrieves confidential law enforcement information using various law enforcement databases and systems.
  • Examines crime scenes to discover, preserve, photograph and collect physical evidence to include, having contact with the deceased and the deceased's family.
  • Assists at scenes with evidence collection, entry into the INFORM RMS system, processing and storage of evidence as outlined in policy.
  • Assists with crime scene control; receives and identifies evidence and lost / found property; maintains proper control and chain of custody; disposes of evidence and found property as directed.
  • Handles abandoned vehicle calls, tagging them with a warning and coordinating a tow if necessary.
  • Processes recovered stolen vehicles, to include obtaining evidence from the vehicle prior to being released to an owner or tow company. This often includes obtaining DNA from the primary driver.
  • Collects and tabulates data associated with departmental operations; enters and retrieves computerized data.
  • Handles animal control and cleanup after hours.
  • Performs clerical duties, to include typing and filing.
  • Completes reports and documents a wide variety of information on activities involving job duties.
  • Assists Deputies with traffic accidents by setting up flares, taking statements, and other support functions; coordinates vehicle towing; provides traffic control at accidents and special events or situations. This includes maintaining a road closure, as needed, for serious accidents or events in an area that needs to stay clear of unnecessary traffic.
  • Assists law enforcement personnel with a variety of duties and special projects such as field investigations, observations, or critical incidents when necessary.
  • Provides public education by issuing warnings for a wide variety of code, regulation, and ordinance violations.
  • May appear in court as a witness / complainant to provide testimony.
  • Operates computers and standard office equipment, including commonly used computer software programs.
  • Maintains regular and acceptable attendance at such level as determined at the Sheriff's Office discretion.
  • Is available and willing to work such overtime per day or per week as the Sheriff's Office determines is necessary or desirable to meets its needs.
  • Is available and willing to work such weekends and holidays as the Sheriff's Office determines are necessary or desirable to meet its needs.
  • Follows and supports the mission, values, organizational philosophies, operational principles, code of conduct, and policies and procedures of the Sheriff's Office.
  • Interacts effectively with others and exercises good judgment when dealing with people in sensitive situations.
  • May be assigned other duties as necessary.
  • Requirements

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES :

  • Knowledge of basic law enforcement practices, methods, laws and ordinances.
  • Knowledge of rules of evidence.
  • Knowledge of NCIC / CCIC.
  • Knowledge of radio communication and law enforcement computer, radio and communications systems.
  • Considerable knowledge of the rules and regulations, policies and procedures of the Sheriff's Office.
  • Considerable knowledge of all applicable accreditation standards.
  • Ability to work under stressful conditions.
  • Ability to safely operate a County vehicle, as qualified, in normal and adverse conditions.
  • Ability to analyze situations quickly and objectively and to determine proper courses of action to be taken.
  • Ability to use photographic equipment and evidence collection materials.
  • Ability to operate related office and field equipment.
  • Ability to successfully complete in-service / mandatory trainings.
  • Ability to read and understand applicable Federal, State and local laws.
  • Ability to establish and maintain effective working relationships with Sheriff's Office personnel, internal / external vendors, other law enforcement officials and the general public.
  • Ability to communicate effectively in both verbal and written English.
  • MINIMUM QUALIFICATIONS :

    EDUCATION : High School Diploma / G.E.D. or equivalent.

    EXPERIENCE : One (1) year of general public contact experience.

    OR

    Any equivalent combination of education and experience that satisfies the requirements of the job as approved by the Sheriff.

    CERTIFICATIONS / LICENSES : None.

    PREFERRED QUALIFICATIONS :

  • Previous experience working with the public in a law enforcement or public safety role.
  • NECESSARY SPECIAL REQUIREMENTS :

  • Must possess CPR and First Aid certification within the initial status period.
  • Must possess a valid Colorado Driver's License.
  • PHYSICAL DEMANDS :

  • Constantly involved in oral and auditory interaction, enabling interpersonal communication, including automated devices such as the telephone and radio.
  • Spends 60% of the time sitting and 40% of the time either standing or walking while in the field or office.
  • Frequently pushes, pulls, climbs, balances, stoops, kneels, crouches, reaches, handles and feels while in the field and office.
  • Frequently lifts or carries up to 20 lbs. when moving equipment or office supplies.
  • Must possess sufficient strength to lift and carry equipment and / or evidence up to 50 lbs.

    JOB-RELATED CONTACTS : Contacts generally include Sheriff's Office staff, other governmental agencies and the public. Information given and received is often of a critical and confidential nature. This position may require immediate response to emergencies where blood, bodily fluids or other medical hazards may be present. The employee may or may not have time to take precautionary and protective measures.

    WORK ENVIRONMENT : Work is mostly performed in a field setting, with situations that many involve hazards that could cause bodily harm and / or a threat to life. Work performed in an office setting consists of occasionally processing evidence, clerical tasks, etc.

    401(a) DEFINED BENEFIT RETIREMENT PLAN : Arapahoe County Sheriff's Office employees participate in a mandatory defined benefit program designed to help employees establish a source of income for retirement years. Through the Plan, eligible employees must set aside 9.00 percent, which is subject to change in the coming years, on a pretax basis of which the County matches at 9.75%. The County also contributes 6.2% to Social Security.

    BIO-HAZARD NOTICE : This position has been determined to be a MODERATE exposure risk to "biohazards" including, but not limited to, viruses, toxins, and blood-borne pathogens, such as HIV / AIDS (human immunodeficiency virus / acquired immunodeficiency syndrome), HBV (hepatitis B virus), and air-borne transmissions of TB (tuberculosis). Members are advised that exposure to a "biohazard" may result in severe illness and / or death. Members are required by agency policy to use protective equipment and clothing. Inoculation may be required to prevent and / or treat exposures to "biohazards".

    APPLICANT DISQUALIFICATION FACTORS : Applicants are advised that areas for disqualification from further consideration include, but are not limited to, the following :

    Illegal Drug Use - Applicants who have recent illegal drug usage will be disqualified. Recent drug use includes marijuana within one (1) year and all other illegal drug use within the past five (5) years. All other illegal drug use will be evaluated on a case-by-case basis.

    Any felony conviction

    Any conviction involving an act of Domestic Violence

    Driving Record - This includes receiving a DUI within the past five (5) years, having your driver's license suspended for any reason within the past five (5) years, and having five (5) or more tickets within the past five (5) years.

    Outside activities which may be deemed a conflict of interest

    Revelation or discovery of assaultive behavior

    Documented record of prior work performance

    Unsuccessful completion of any basic requirement

    Inability to perform the essential functions of the position

    Police history - type, frequency and nature of contacts(s)

    Providing false or misleading information during the application / selection process

  • Background Investigation - This will include, but is not limited to, contact with the applicant's former employers, associates, neighbors and other pertinent sources. All examinations are conducted by qualified / licensed individuals designated by the Sheriff's Office at the Sheriff's Office expense.
  • EXPECTED DURATION OF THE APPLICATION PROCESS : Due to the nature of the application and selection process for the Sheriff's Office, applicants can reasonably expect the application process to take a significant amount of time to complete before a decision is made to hire or not to hire. Typically, it takes approximately six (6) to twelve (12) weeks from the date of application to complete the entire selection process. The length of time it takes to complete the process can vary depending on a variety of factors. Please note that this is an estimated duration of the selection process.

    WORK SCHEDULES : Employees are required to work the time periods and / or shifts, rotational and / or stationary, and location assignment, consistent with the needs of the Sheriff's Office.

    DUTY ASSIGNMENTS : All applicants hired by the Sheriff serve at the pleasure of the Sheriff of Arapahoe County and may be assigned to any of the agencies bureaus, sections or units at the discretion of the Sheriff or his duly appointed representative. Employment is at the will and pleasure of the Sheriff, per Colorado State Statute : 30-10-506. Written policies and other manuals do not alter the at will status of employment.

    COMMUNITY POLICING : The Arapahoe County Sheriff's Office is committed to the implementation of the community-policing concept. Community policing is an organizational strategy and philosophy which emphasizes problem solving partnerships between the Sheriff's Office, neighborhoods, and businesses working together to create a better quality of life within the community.

    INITIAL STATUS PERIOD OF EMPLOYMENT : Successful applicants are subject to an initial status period of employment. This initial status period is twelve (12) months for all positions. The initial status period is regarded as part of the applicant's examination process and will be utilized for purposes of employee evaluation, training and adjustment to the demands of the profession. New employees, who fail to perform satisfactorily during the period, may be separated from the Sheriff's Office, depending on the circumstance of each case.

    POLICY ON REAPPLICATION : Applicants who failed a written test may reapply and retest no sooner than three (3) months from the date they took the written test. All other applicants who are disqualified can reapply with the Sheriff's Office no sooner than one (1) year from the date of notification of non-selection.
