Compliance And Planning Coordinator

The City of Raleigh is seeking a proactive and detail-oriented Compliance and Planning Coordinator to join the Compliance and Planning Unit of the Housing and Community Development Department. This individual will play a key role in administering community grant programs, ensuring federal compliance, and supporting the preparation of strategic planning documents. The Coordinator will balance administrative precision with program management responsibilities, serving as a resource to community partners, advisory boards, and internal teams.

About You : The ideal candidate will have experience with HUD-funded programs and grant administration, and demonstrate strong organizational, communication, and compliance skills. They will be comfortable managing multiple projects, liaising with external stakeholders, and supporting planning and reporting functions that advance affordable housing and community development goals.

About Us : The Housing and Community Development Department is committed to improving and maintaining the quality of life and environment for all Raleigh citizens through a variety of programs and activities throughout the city. The Department receives federal funds from HUD, delivers programs to create affordable housing, and delivers services that benefit low- to moderate-income persons. The Department enforces codes to ensure safe and decent housing and carries out neighborhood revitalization and community engagement activities.

Duties and Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supports the Human Services Grant (HSG) and Community Enhancement Grant (CEG) processes, including contracts, invoices, reporting, and coordination with the Human Relations Commission and Budget staff
  • Provides staff support to the Fair Housing Board and Human Relations Commission Grant Committee
  • Monitors compliance for HUD-funded (HOME) rental development projects, including scheduling visits, file reviews, inspections, and reporting
  • Supports federal compliance efforts, including Environmental Review (NEPA), Section 108, Section 3, Davis-Bacon Act, and the Uniform Relocation Act, in coordination with senior staff and consultants.
  • Assists with Requests for Proposals (RFPs), contract preparation, and performance tracking for vendors and grantees
  • Contributes to policy and procedure updates for federal compliance
  • Drafts and tracks HUD-required planning documents, including the Consolidated Plan, Annual Action Plan, CAPER, and Analysis of Impediments
  • Helps manage data and reporting systems, including Neighborly, IDIS, and related platforms
  • Prepares reports, presentations, and public-facing materials
  • Coordinates stakeholder communications, schedule meetings, prepare agendas, and take notes
  • Responds to inquiries from community partners, residents, and internal teams
  • Completes other duties as assigned, with opportunities to learn and grow in the role

Typical Qualifications

Education and Experience : Associate Degree or 2 years of College in Property Management, Business Management, Real Estate, or related field and 1 to 3 years' experience in contract management, customer service, administration, or a related field OR Any equivalent combination of training and / or experience that provides the required knowledge, skills and abilities may be substituted.

Preferred Qualifications :

  • Experience with HUD programs, including HOME, CDBG, ESG, and related federal requirements
  • Experience administering grant programs, including application review, contract management, and reporting
  • Familiarity with Neighborly, IDIS, or other grant management software
  • Bilingual in English and Spanish
  • Certified Records Analyst (CRA) or related certification
  • Additional Information

    Knowledge, Skills, and Abilities :

  • HUD regulations, federal compliance standards, and cross-cutting requirements (NEPA, Section 3, Davis-Bacon, URA)
  • Strong organizational and time management skills to balance multiple priorities
  • Establishing and maintaining effective relationships with internal and external stakeholders
  • Clear and professional verbal and written communication
  • Conducting research, prepare reports, and maintain accurate program records
  • Proficiency with Microsoft Office Suite, with the ability to learn and apply specialized systems (Neighborly, IDIS).
  • Maintaining confidentiality and handling sensitive information with discretion
  • ADA and Other Requirements : Work Environment and Physical Effort : Sedentary : Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and / or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Work is typically performed in an office or similar indoor environment. Employees may occasionally work in an outdoor environment, at a construction site, or in a vehicle. Work Exposures : Work in this position does not require frequent environmental exposures. Employees may occasionally be exposed to extreme cold (below 32 degrees) or extreme heat (above 100 degrees).
