Intelligent Transportation Systems Project Manager (Traffic Engineer III) Street Transportation Department at City of Phoenix.
The Street Transportation Department, Traffic Services Division, promotes safe and efficient movement of vehicular and pedestrian traffic. Traffic Services oversees street signage, traffic signals, left-turn arrows, school safety measures, visibility obstruction removal, on-street parking regulations, neighborhood traffic mitigation, traffic safety, and issuing permits for right-of-way (ROW) usage.
Responsibilities
- Oversee daily operations of the City's Traffic Management Center (TMC) within the Arterial Systems Management Section, managing over 1,200 signalized intersections using the Advanced Traffic Management System (ATMS).
- Supervise Signal Systems Specialists (Levels II and I) in their technical work, including traffic signal timing and coordination, traffic modeling and simulations, traffic signal studies, and computerized traffic signal programming and control.
- Actively manage traffic using Intelligent Transportation Systems (ITS) devices, coordinate traffic for special events and incidents in real-time, and address public complaints and inquiries regarding traffic signal operations (phasing, timing, or maintenance history).
- Represent the City in meetings with city, county, state, and federal agencies, as well as other public agencies and professional organizations; some speaking events may occur after hours or on weekends with flexible schedules.
- Report to the Traffic Engineering Supervisor.
Ideal Candidate
Knowledge of MUTCD and other industry-standard traffic engineering practices; multi-modal transportation planning, policy, and engineering; and principles and best practices of employee supervision.Ability to prepare clear and concise reports, correspondence, policies, procedures, and other written materials; maintain a professional demeanor; and collaborate effectively with internal staff, leadership, council members, external partners, stakeholders, customers, and the general public.Salary
Pay Range : $93,121 to $137,592 annually.
Hiring Range : $93,121 to $124,800 annually.

Three years of experience in traffic engineering; one year at a senior level.Bachelor's degree in engineering with courses in traffic / transportation engineering; Master's degree preferred.Other combinations of experience and education may be substituted.Must be registered in the State of Arizona as a Professional Engineer within 12 months of hire; current PTOE certification preferred.All finalists subject to criminal background check; some positions require use of personal or City vehicles with valid driver's license and acceptable driving record.Pre-screening and driving position information available; City job description available for reference.Preferred Qualifications
PTOE certification preferred.Experience in project management, budget development and administration, supervising a multi-disciplinary team, evaluating technical information, and presenting to various audiences.Knowledge of MUTCD practices and traffic engineering.Experience in real-time traffic management (TMC) and coordinating technical presentations to agencies and public.Traffic signal timing, modeling, and calculating yellow change, red clearance, and pedestrian clearance intervals; ITS devices and programming knowledge.Recruitment Dates
