Requirements :

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Office hours are from 8 : 00 A.M. to 5 : 00 P.M. Eastern Standard Time, Monday through Friday.

Maintain a valid driver's license

Minimal travel may be required.

Overview :

The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and / or fish and wildlife resources. Employees should seek to gain public support for agency objectives and programs by serving Florida's citizens in a positive and proactive manner and by listening to what the customer wants and striving to meet their needs. When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent FWC point-of-view.

Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC's invoice processing and warrant distribution procedures.

Design, implement and maintain complex computer network configuration and related equipment and peripherals for sophisticated analysis for FWC. Compile specifications and coordinate purchasing of computing resources following Commission procedures. Supervise assigned staff. Duties include but are not limited to : recruitment, training, planning and directing work, review of employee performance and ensuring compliance with FWC rules, policies and procedures.

Duties and Responsibilities :

Consult with staff and provide guidance on IT and analytical tools used for the design and implementation of specialized multi-disciplinary information research and data analysis techniques. This includes but is not limited to biological statistics, data management, GIS, scripting, database application development, and technology equipment used in the fields such as drones, sensors and mobile computing devices.

Plan, design, configure and coordinate upgrades to hardware, software and network computing resources in response to Commission wide mandates to ensure timely compliance. Facilitate orderly computing upgrades to ensure uninterrupted computing service to FWRI staff during transition.

Prepare reports, guidelines and manuals based on the above research and techniques. Maintain appropriate intra- and inter- agency communications to enhance Institute data analyses operations. Implement Total Quality Management practices as defined by the Commission. Maintain a professional section working environment that promotes teamwork within working units and with other sections.

  • Conduct ongoing system audits to evaluate the effectiveness of Azure security configurations. including network security groups, firewalls, and identity management.
  • Work with Azure Security Center and other security tools to identify, assess, and mitigate potential threats, ensuring proactive and reactive risk management.
  • Ensure that cloud security practices align with established security frameworks such as NIST, CJIS, and other relevant regulations and standards.
  • Configure and manage enterprise-level antivirus and endpoint protection policies across Azure-hosted systems and services.
  • Coordinate with vendors to maintain up-to-date antivirus signatures, patching, and implementation of security fixes.
  • Perform risk mitigation activities to address both proactive and reactionary security incidents, including collaboration with security operations teams.
  • Design and configure a secure cloud environment within Azure, incorporating appropriate hardware, software, and communications. and user training to meet business needs.
  • Ensure the Azure environment aligns with agency objectives and integrates seamlessly with existing on-premises and cloud-based applications and security requirements.
  • Regularly evaluate the utility and effectiveness of Azure resources in meeting organizational information and security needs, ensuring compliance with NIST and CJIS standards.
  • Implement and manage cloud security measures in accordance with NIST (National Institute of Standards and Technology) cybersecurity framework, focusing on areas such as identity management. data protection, and continuous monitoring.
  • Ensure that all systems and processes within the Azure environment meet Criminal Justice Information Services (CJIS) security policies. particularly when handling sensitive criminal justice information.
  • Maintain detailed records of compliance activities and prepare reports demonstrating adherence to NIST, CJIS, and other applicable security frameworks.
  • Install, configure, and maintain cloud-based and on-premises hardware, software, and peripheral equipment according to design and security specifications.
  • Process and track workload using the agency incident management system, ensuring timely resolution of hardware, software, and communication issues.
  • Maintain an inventory of cloud and on-premises computer equipment and software, and assist with the proper decommissioning and surplus of assets.
  • Test and monitor the performance of Azure services, hardware, and software to ensure they meet user requirements and agency standards.
  • Use diagnostic tools and techniques to troubleshoot issues within the Azure environment, working with vendors as necessary to resolve major problems.
  • Take a lead role in planning, testing, and implementing Azure-related projects under the guidance of IT management.
  • Write and maintain up-to-date documentation for Azure systems, including operational procedures, security policies, and support documentation.
  • Develop and conduct training programs for users on secure use of Azure services, cloud best practices, and company-specific procedures.
  • Stay current with Azure advancements and cloud security trends by reading technical manuals, attending training seminars, and participating in relevant forums.
  • Work closely with other IT teams and departments to ensure the Azure environment supports the overall agency objectives and security posture.
  • Collaborate with program areas and users to assess information needs and define cloud systems requirements, ensuring alignment with customer and business goals.
  • Prepare and submit administrative and purchasing reports related to Azure services and cloud security activities as required by IT management.
  • Regularly report day-to-day activities, including security incidents, system performance, and project progress, to supervisors.
  • Perform additional tasks and responsibilities as assigned by the Office of Information Technology.
  • Perform other duties as assigned. Travel as necessary. Promote and participate in outreach efforts.

    Knowledge, Skills, and Abilities :

  • In-depth knowledge of Azure services, including Azure Security Center, Azure Active Directory, Azure Firewall, and Azure Policy.
  • Familiarity with security frameworks such as NIST (National Institute of Standards and Technology) Cybersecurity Framework and CJIS (Criminal Justice Information Services) Security Policies.
  • Understanding of cloud networking concepts including virtual networks, subnets, network security groups, and VPNs within Azure.
  • Knowledge of Azure Identity and Access Management (1AM) practices, including role-based access control (RBAC) and conditional access policies.
  • Awareness of compliance requirements specific to handling sensitive data, particular1y in relation to CJIS and other regulatory standards.
  • Proficiency in implementing and managing security controls in Azure, including encryption, threat detection, and security monitoring.
  • Skills in scripting languages such as PowerShell or Azure CU to automate administrative tasks and streamline security processes.
  • Ability to respond to and manage security incidents within the Azure environment, including the use of Azure Sentinel and other monitoring tools.
  • Experience with configuring Azure security settings and managing policies to ensure compliance with security frameworks and organizational policies.
  • Ability to perform system audits and vulnerability assessments to ensure compliance with NIST and CJIS standards.
  • Strong analytical skills to troubleshoot and resolve complex security issues in the Azure environment.
  • Careful attention to detail in configuring security settings, documenting procedures, and ensuring compliance with security frameworks.
  • Ability to prioritize and manage multiple tasks effectively, balancing day-to-day security management with long-term projects.
  • Excellent communication skills to convey technical information clearly to non-technical users and collaborate effectively with other IT teams.

  • Understanding of the technology needs of biological research, including biological statistics, ecological data management, GIS, scripting, database application development, and technology equipment used in the field, such as drones, remote sensors, and mobile computing devices.
