Procurement Manager

The Procurement Manager performs specialized procurement and complex administrative work for the Procurement Office. The work involves the procurement of large dollar cost and / or complex goods and services for Calvert County, as well as the development of new systems and the enhancement of existing systems to streamline procurement processes. The position serves as a technical resource to County departments and divisions regarding procurement. The position also assists the Procurement Division Chief in developing procurement strategies and ensuring compliance when carrying out procurement functions. The Procurement Manager is expected to independently perform work and evaluate and address procurement risks with professionalism and sound judgment.
This position reports to the Procurement Division Chief.
Essential Job Functions
Develops and prepares formal and informal solicitations, including but not limited to, Invitations to Bid (ITB), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Expressions of Interest (EOIs). This includes developing, editing, and reviewing specifications, instructions to the offer, and contract terms and conditions.
Reviews purchase requisitions for compliance with umbrella contract terms and conditions and approves purchase orders for signature by the authorized signatory.
Sets up new contracts and orders in the procurement system, which includes but is not limited to, supplier / vendor profiles, contract pricing, contract items, special terms and conditions, etc.
Contributes to continuous process improvements by periodically reviewing and updating procurement policies, standard operating procedures, and procurement system functions related to data management and reporting.
Identifies gaps and opportunities to enhance, streamline, and / or automate procurement and contract management systems.
Provides leadership and direction on knowledge management systems related to document retention, policies, standard operating procedures, and externally and internally facing training. This may include management of a SharePoint site or other knowledge management tools for managing procurement documentation in compliance with County policies.
Develops a system for tracking and assessing procurement planning and forecasting, tasks in the procurement process, and performance of large strategic goals and objectives of the department.
Introduces new procurement strategies that enhance the County's ability to procure goods and services at the best value (cost-effective and quality) for the residents of Calvert County.
Works in coordination with the County Attorney's Office and Procurement Division Chief (or designee) to introduce new and / or update solicitation and contract templates.
Provides periodic reports (weekly, monthly, and / or quarterly) on procurement-related activities and outcomes.
Schedules and conducts pre-bid meetings and conducts public bid openings.
Participates in bid analysis and evaluation for technical and cost proposals, including but not limited to, cost evaluation, responsiveness to the scope of work, verification of insurance and bonds, due diligence, etc.
Serves as the primary point of contact for managing vendor relationships, including but not limited to, vendor workshops, bidders' conference, questions & answers, public bid openings, issuance of amendments to solicitations, clarifications, negotiation, and final award.
Ensures proper segregation of duties during the procurement process.
Coordinates with the County Attorney's Office and Calvert County authorized signatories to issue new contracts and contract amendments in accordance with the Calvert County Public Code of Laws and procurement policies and procedures.
Responds to Freedom of Information Act (FOIA) Requests regarding bid submittals and contract documentation in conjunction with the County Attorney's Office.
Communicates orally and in writing with staff, clients, and the general public to provide information and to interpret and explain procurement policies, procedures, rules, and regulations.
Conducts periodic training and informational sessions with department heads, division chiefs, vendors, and contractors on procurement matters. Recommends actions in accordance with procurement regulations.
Serves as a point of contact for contract project managers, providing support and guidance on payments, claims, contractual changes, and use of procurement and contract management systems. Helps to develop and disseminate important updates about changes to procurement processes, as well as upcoming training opportunities.
Leads identification and review of piggyback contracts issued by state and local governments to determine if the contracts are appropriate and eligible for use for Calvert County purchases.
Updates and manages the County's procurement page on the County's public website.
Supervises and manages the Procurement Specialist I and Procurement Specialist II assigned to promote smooth internal operations.
Supervises, develops, and evaluates assigned staff. Ensures that staff receive regular constructive performance feedback, prompt resolution of problems, and the time and opportunity to grow and develop professionally.

Other Duties
Assists the Procurement Division Chief in administering the everyday functions of the Procurement Office and acts on behalf of the Procurement Division Chief in their absence, as requested.
May receive guidance or direction from the Contracts and Compliance Manager and legal staff as part of a collaborative team environment.
Performs other duties as assigned by the Procurement Division Chief to support the department's operations.

Training and / or Education :
Bachelor's degree in business administration or a related field. Knowledge of federal and / or county acquisition and contracting is highly desirable.
Experience :
Five years of progressively responsible public sector procurement experience. Prior experience in public procurement processes or government contracting is required.
Licenses or Certificates :
National Institute of Government Purchasing certification is desirable.
