Work Schedule : Primarily Monday through Friday, with adaptable hours to maintain consistent leadership presence and support for Astra’s 24 / 7 clinical and operational teams.

POSITION SUMMARY

The Associate Clinical Officer serves under the direction of the Chief Clinical Officer to lead, implement, and optimize the organization’s continuum of crisis response and recovery services for adults, youth, and families. This position provides oversight of Certified Community Behavioral Health Clinic (CCBHC) crisis and substance use treatment services, including 24 / 7 crisis centers, social detox, residential and outpatient recovery services. This position assists the CCO in executing Astra’s clinical strategy, translating vision into operational excellence across programs, and ensuring alignment and integration between crisis, recovery services, and the broader clinical continuum.

ESSENTIAL FUNCTIONS

Strategic & Program Leadership

  • Support the CCO in providing leadership and strategic direction for an integrated, high-quality crisis and recovery continuum that meets CCBHC, CARF, and state licensing standards, while demonstrating measurable improvements in access, safety, and clinical outcomes.
  • Lead and assist in the coordination of mobile crisis response, 24 / 7 crisis call lines, walk-in / urgent care services, short-term crisis stabilization, the Crisis Intervention Center (CIC), and the Youth Crisis & Recovery Center (YCRC) to ensure a seamless continuum of care.
  • Provide operational leadership for Astra Recovery, including outpatient, intensive outpatient, and residential programming for substance use and co-occurring behavioral health needs.
  • Utilize data and outcome metrics to guide program performance, quality improvement initiatives, and service expansion efforts.

Operational & Fiscal Accountability

  • Collaborate with the CCO and Finance to manage program budgets, optimize PPS and other funding models, and ensure fiscal sustainability.
  • Promote the effective use of data systems and monitor productivity, utilization, and access benchmarks for all crisis and recovery programs.
  • Ensure accurate, timely reporting and compliance with regulatory requirements of KDADS, SAMHSA, and other funders.
  • Clinical & Quality Excellence

  • Assist the CCO in ensuring delivery of evidence-based, trauma-informed, and culturally responsive care across all crisis and recovery programs.
  • Oversee the development, implementation, and periodic review of clinical protocols, workflows, and standard operating procedures to promote safe, efficient, and effective service delivery.
  • Ensure systems are in place for clinical supervision, documentation review, and service fidelity monitoring, with timely corrective action when indicated.
  • Track and analyze organizational performance on key quality metrics (e.g., crisis stabilization rates, ED / inpatient diversions, length of stay, readmission rates, client satisfaction), using data to inform continuous quality improvement.
  • Build strong partnerships with hospitals, law enforcement, schools, courts, and community systems to enhance diversion, coordination, and continuity of care.
  • Represent Astra as a subject matter expert in crisis and recovery system development, participating in statewide and national forums to advocate for best practices.
  • Assist the CCO in identifying system-wide clinical priorities and implementing strategies to achieve measurable improvements in quality, safety, and compliance.
  • Workforce Leadership

  • Provide mentorship and operational oversight to crisis and recovery program leaders, promoting a skilled, engaged, and resilient workforce through training, supervision, and professional development.
  • Model trauma-informed leadership and ensure staff receive support and debriefing following critical incidents.
  • Collaborate with Human Resources and program directors to ensure staffing levels align with service demand and that cross-training supports flexible response capacity.
  • General Duties

  • POSITION QUALIFICATIONS

    Education / Licensure :

  • Master’s in Social Work, Counseling, Psychology, or a related behavioral health field.
  • Independent clinical licensure by the Kansas BSRB — e.g., LSCSW, LCP, LCPC, LP (or equivalent).
  • Licensed Clinical Addiction Counselor (LCAC) credential.
  • Experience :

  • Minimum seven (7) years of progressive leadership experience in behavioral health, preferably within a Certified Community Behavioral Health Clinic (CCBHC) or Community Mental Health Center (CMHC) environment, with direct supervisory and management responsibilities for licensed or credentialed direct service providers and multidisciplinary teams.
  • Demonstrated success with large-scale program management of crisis, recovery, and substance use treatment services, including implementation or leadership within multi-site clinical operations.
  • Proven ability to influence organizational culture, build clinical excellence, and lead large teams through change in collaboration with executive leadership.
  • KNOWLEDGE / SKILLS / ABILITIES :

  • In-depth knowledge of CCBHC, Kansas Crisis Intervention Center (CIC) regulations, Kansas Alcohol & Drug regulations, ASAM, trauma-informed, evidence-based recovery and crisis intervention models.
  • Excellent communication skills and ability to handle sensitive and confidential situations, ability to work with all levels of employees, community partners, and people served.
  • Must have technical experience with office administration and use of MS Office
  • Ability to design integrated care pathways across crisis and recovery continuums.
  • Commitment to evidence-based, trauma-informed, and person-centered care.
  • Skilled in financial stewardship, performance metrics, and regulatory compliance.

  • WORK ENVIRONMENT

    Work is performed in a crisis and recovery treatment setting with regular interaction with clients and staff. Exposure to high-stress, potentially volatile or aggressive situations in the treatment environment may occur. Prolonged desk and computer work most of the time, along with frequent in-person internal and community meetings.
