As the Logistics Manager, you will provide logistics and supply support services for the COMNAVSURFPAC Medical Warehouse to include specialized areas such as Chemical, Biological, and Radiological (CBR) medication and supplies; Defense Health Agency (DHA) / U.S. Food and Drug Administration (FDA) Shelf-Life Extension Program (SLEP); Department of Defense (DoD) Pharmaceuticals Reverse Distribution Program; Vaccine Immunization Support Program; Medical Support Equipment (MSE) Program; Defense Logistics Agency (DLA) Disposition Services; Army Medical Logistics Command (AMLC) Medical Material Quality Control (MMQC) messages; and Naval Medical Readiness Logistics Command (NMRLC) Shipboard Equipment Replacement Program (SERP).

What does a typical day look like for the Logistics Manager?

• Answer routine phone calls into the COMNAVSURFPAC Medical Warehouse, ensure a daily visitor log is completed, and provide guidance to Navy ships regarding medical warehouse processes and procedures to include packing, shipping, receiving, and issuing medical items.
• Review the COMNAVSURFPAC Medical Warehouse Standard Operating Procedures (SOPs) and desk guides on a quarterly basis and submit recommended changes (via Microsoft Word document with track changes enabled) regarding logistics and supply support functions to the COR via email.
• Update the documents after written approval by customer. Changes shall be submitted to the customer via email by 31 December, 31 March, 30 June, and 30 September of each year. A negative statement is required to be submitted if no changes are required.
• Conduct material number to stock number cross reference for each Class VIII-A item using DLA Web Federal Logistics Information System (WEBFLIS), One Touch Support (OTS), or Defense Automatic Addressing System (DAAS). This task is required for the Contractor to electronically enter Class VIII-A items into SAMS and TMIP-M. SAMS is hosted on the current Navy Marine Corps Intranet (NMCI) / Next Generation Enterprise Network (NGEN) server.
• Store all stocked Class VIII-A items in accordance with instructions on package, including coordination to stow refrigerated items.
• Stage and stock Class VIII-A items to accommodate new materiel.
• Use a Government-provided pallet jack or contractor-furnished 5,000 lb. forklift when required, based on weight and size of items being staged and stocked.
• Prepare the DD Form 1149 Requisition and Invoice / Shipping Document to execute the no-cost transfer of Class VIII-A stockages. The
• Package and ship various Class VIII-A stockages via Department of Defense Distribution Center (DDDC) shipping to Navy ships in CONUS and overseas.
• Conduct deliveries to ships at Navy Base San Diego (NBSD) utilizing the contractor-furnished 7-passenger cargo van. Ship's crew may also pick up Class VIII-A items from the COMNAVSURFPAC Medical Warehouse with DD Form 1149 coordinated through the customer.
• Ensure the DD Form 1149 is complete and copies are retained by both the COMNAVSURFPAC Medical Warehouse and ship personnel ("From" and "To" parties). Retain the copies on file, as required, typically between two to five years.
• Distribute CBR medications (e.g. atropine injectors and pralidoxime chloride injectors) to COMNAVSURFPAC deployable units.
• Pack and ship CBR items as needed. The Contractor shall ensure the DD Form 1149 is complete and copies are retained by both the COMNAVSURFPAC Medical Warehouse and ship personnel ("From" and "To" parties).
• Track lot numbers and expiration dates for CBR medications, i.e. atropine injectors and pralidoxime chloride injectors, and coordinate with NMRLC CBR SLEP for testing and extension.
• Track test results on the FDA secure website and re-label the items with updated expiration dates utilizing the SAMS program.
• Be the SME on the DoD Pharmaceuticals Reverse Distribution Program for expired, non-narcotic medications and assist fleet units with expired pharmaceutical returns. This program is coordinated with the Fleet Logistics Center.
• Inspect, identify, receive, sort, assign location, stow, and issue medical material, CBR medical supplies, medical equipment, and medically related supplies
• Receive and maintain full custody of medical equipment received under the NMRLC SERP and MSE Program.
• Use the DD Form 1149 to document the transfer of NMRLC SERP and MSE Program equipment to the required ships. The DD Form 1149 shall be signed by the ship's medical representative when issuing the equipment to the ship.
• Ensure all DD Form 1149 are complete and copies are retained by both the COMNAVSURFPAC Medical Warehouse and ship personnel ("From" and "To" parties).
• Process unfit equipment to DLA Disposition Services. COMNAVSURFPAC provides approval for processing to DLA Disposition Services.
• Perform sample inventories consisting of 10 items per day and an annual wall-to-wall inventory. Inventory results shall be included in end of month report provided to the customer. NOTE : As a spot check the Government will conduct a quarterly sample inventory (20% of items on hand) with the Contractor.
• Provide an End of Month Report in Microsoft Word that includes summary of visitors based on daily logs, material and equipment receipts and issues (including dollar values) by specialized program identified in Section 2.0 Scope, and completed inventories. The report shall be provided to the customer via email the next business day after the end of each month.
• Access the Army Medical Logistics Command (AMLC) Medical Materiel Information Portal (MMIP) to monitor Medical Material Quality Control (MMQC) messages regarding recalls, hazards, and alerts for medical products to DoD units. The Contractor will document any Class VIII-A items within the COMSURFPAC Medical Warehouse that are impacted, take appropriate actions outlined in the MMQC messages, and notify the customer.
