Technical Program Manager

Department Overview : The Solution Engineering department enables the business through technology by building custom software, automations, and tools. Our in-house annuity administration system supports the full lifecycle of annuity policies and continues to evolve through new projects and improvements. The department is made up of architects, engineers, test engineers, automation specialists, and technical program managers who collaborate to deliver reliable, scalable solutions.

Solution Engineering teams work across two primary workflows :

  • Project Workflows – building new features, enhancements, and long-term system improvements.
  • Sustained Engineering Workflow – managing the operational side, including bugs, security vulnerabilities, business and technical requests, and overall system stability.

This role is dedicated to leading the Sustained Engineering workflow .

Job Overview : As a Senior Technical Program Manager (TPM) – Sustained Engineering, you will manage the operational workflow that keeps SILAC's annuity systems stable, secure, and responsive to business needs. You will oversee intake and prioritization of tickets, coordinate with technical and business stakeholders, and ensure timely, high-quality resolutions.

Success in this role requires balancing business priorities with technical realities, keeping a steady focus on operational stability. Metrics and reporting will support your decisions and provide visibility into progress and team health, but your role also depends on context, collaboration, and sound judgment.

Job Details

What you'll do :

  • Lead Sustained Engineering Operations
  • Own the operational workflow, including intake, prioritization, and ticket lifecycle management.

  • Ensure balance across bugs, vulnerabilities, business-driven changes, and system maintenance.
  • Coordinate Requirements & Ticket Clarity
  • Partner with technical and business stakeholders to refine and prioritize submitted tickets.

  • Work with architects and engineers as necessary to ensure tickets are clear and actionable.
  • Manage Workflow & Progress
  • Drive daily Jira standups, backlog refinement, and daily / weekly status updates.

  • Ensure engineers and testers are unblocked and progressing on commitments.
  • Track capacity and use data to inform planning and prioritization.
  • Ensure Transparency & Operational Stability
  • Provide visibility into team performance and workload using metrics and reporting.

  • Identify risks early, escalate appropriately, and lead mitigation planning.
  • Communicate regularly with stakeholders and leadership to align on status, progress, and issues.
  • Support Business Validation
  • Coordinate with business stakeholders to ensure changes are tested and confirmed where applicable.

  • Facilitate communication so that fixes and updates are clearly understood and validated by business owners.
  • Job Requirements

    Who you are : Required

  • Bachelor's degree in Computer Science, Engineering, or a related field, or equivalent practical experience.
  • 7+ years of program / project management experience, with at least 3 years managing sustained engineering or operational workflows.
  • Proven success managing cross-functional engineering teams.
  • Experience with Jira (or similar tools) and Agile methodologies.
  • Strong ability to balance stakeholder needs, technical context, and supporting data.
  • Excellent organizational, communication, and leadership skills.
  • Desired

  • Experience in insurance, financial services, or annuity industry.
  • Familiarity with regulated and compliance-driven engineering environments.
  • Relevant certifications (e.g., PMP, SAFe, CSM).
