SUMMARY

ZERO TO THREE is the fiscal sponsor for The Prenatal to 5 Policy Network, a multi-issue group of national organizations engaged in strategic, coordinated action to protect and advance federal programs and policies essential for expectant parents, babies, young children, families and their communities that support them.

The Prenatal to 5 (P5) Policy Network Officer will lead and manage the Prenatal-to-five Network, a cross-organizational body of 30+ national organizations working collectively to protect and advance federal policies and programs serving the P-5 population. The P5 Network Officer will strategically maximize the Network vision, strategy, membership, and partnerships to protect and advance investments in expectant parents, babies, young children, their families, and the providers who care for them by developing strategic vision, aligned priorities and goals, defining milestones and measures of success, and effectively implementing the Network's goals and objectives in partnership with the Network's governance body and ZERO TO THREE leadership team.

  • This position is contingent upon grant funding. Funding is currently secured for a period of two years, with plans for expansion.

ESSENTIAL RESPONSIBILITIES

Cross-Organizational Leadership and Partnership

  • Leads the implementation and sustainability of Prenatal-to-Five (P5) Network through strategic cross-organizational leadership, inclusive and empathic collaboration with Network partners, knowledge and expertise in early childhood policy and federal programs, to determine strategic direction and focus to advance Network's strategic goals and priorities.
  • Works in close partnership with the P-5 Network leaders, members, and consultants to define and measure project goals, deliverables, outcomes, and timelines.
  • Coordinates regular cadence of virtual meetings / retreat and other engagement activities to build, cultivate and sustain a strong cross-organizational culture to meet the strategic goals and outcomes of the Network and its funders.
  • Cross-Organizational Collaboration and Advocacy Engagement

  • Oversee the development and refinement of the Network's governance structure, including ensuring the interim leadership committee is operating with a clear strategic framework and set of agreements, and driving toward long-term and sustainable governance.
  • Identify opportunities for coordinated action aligned to the Congressional calendar, build the power and capacity of P-5 network to advance campaigns, and engage P-5 Network leaders, including their state / local partners as appropriate, to elevate P-5 Network messaging and priorities.
  • Work closely with other coalitions and mission aligned networks to coordinate activities, messaging, and joint priorities, such as polling and message testing.
  • Attend and actively guide the workgroups to ensure highly impactful intelligence sharing, coordinated action, and alignment with Network's goals and objectives.
  • Identify and engage potential new members to expand the Network.
  • Fundraising and Grant Management

  • Works closely with ZERO TO THREE leadership team, Network's governance committee, and consultants to identify and secure additional funding sources for collaborative activities and campaigns through grants or partnerships.
  • Manages relationships with funders and partners; completes grant reporting requirements and proposals as needed.
  • Project Planning and Execution

  • Develop weekly P-5 meeting agendas, including coordinating diverse speakers and elevating voice of P-5 Network members.
  • Monitor progress toward established goals and objectives, including preparing regular progress reports for stakeholders and funders, and making recommendations for improvements and adjustments based on the data
  • Coordinate resources and support for the campaign and collaborative activities, including : organizing events, workshops, and webinars, and working with relevant work groups to develop and tailor resources like talking points, toolkits, social media, and etc.
  • Performs other duties as assigned to ensure the efficient and effective functioning of the department -or- project.
  • Business Acumen

  • The P5 Policy Network Officer will work with the Chief Policy Officer and the Lead Impact Officer to develop and manage budget, contracts, and related grants for the P5 Network, and ensure proper alignment of fiscal planning efforts with Network's strategy. The Network Officer will work closely with the Lead Impact Officer to implement systems for efficiently tracking timely completion of project deliverables and work of subcontractors. The Network Officer will work with ZERO TO THREE colleagues and consultants to conceptualize new funding opportunities, including writing and reviewing proposals, developing budgets, and gathering supporting documentation as required for submission to funders.
  • ESSENTIAL SKILLS & EXPERIENCE

  • 15+ years of relevant experience, with strong expertise and experience in early childhood federal policy and programs.
  • EDUCATION

    Bachelor's degree; Advanced degree preferred; Public policy, social work, early childhood development, law or related field.

    COMPENSATION & BENEFITS

    This position's salary is estimated to be 175,000 to $200,000 depending on experience, geo-location, budget, and other comparable and similarly scoped internal positions. A signing bonus may be available for highly qualified candidates. In addition to salary, ZERO TO THREE offers a comprehensive benefits package including medical, dental, vision, HRA, retirement contributions, generous leave benefits and more.

    PHYSICAL REQUIREMENTS

    While performing the responsibilities of the job, the employee is frequently required to use finger dexterity and sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. Also, they may need to remain seated for extended periods, can perform repetitive motions, and reach for objects. An employee is frequently required to hold a writing instrument, communicate verbally, and hear well enough to detect nuances and receive detailed information. They may be required to grasp objects, push, and pull objects, bend, stand, walk, squat, or kneel. Vision abilities required by this job include close vision for data preparation or analysis, and expansive reading. May need to lift up to 30 pounds.

  • WORKING CONDITIONS

    The work conditions described here are representative of those an employee encounters while performing this job. Depending on work location, the incumbent will typically work indoors in a heated and air-conditioned office, with a mixture of natural, incandescent, and fluorescent light with low to moderate noise levels or be subject to working conditions conducive to a home environment. When travel is expected, the incumbent will be exposed to outside environmental conditions during those times.
