Career Overview
The Manager of Network Planning provides strategic leadership and operational oversight for NoaNet team and partner managed fiber network expansion. This role is central to ensuring the fiber infrastructure evolves in alignment with community and partner needs including technological advancements, and long-term sustainability goals. The Network Planning Manager oversees all aspects of network growth and reinforcementincluding budgeting, project timing, vendor performance, and cross-departmental collaborationto ensure efficient and scalable network development. This includes evaluating network capacity and performance, forecasting future bandwidth and distribution demands, and ensuring network investment aligns with the strategic and financial priorities. Key responsibilities include the management of multiple Fiber-to-the-Home (FTTH) initiatives, community development partnerships, and state or federal grant-funded projects. The Network Manager leads a team that will include the overview, identification and design of network fiber routes. This will include backbone, middle mile, last mile and service drops along with splicing documents, budgets, reliability, scalability, and operational flexibility. Vendor management and performance accountability are integral to the position, ensuring all contractors meet established goals for quality, timeliness, and budget adherence. The Manager establishes and monitors performance metrics for both internal teams and external partners, driving continuous improvement and consistency across all network development efforts. Through effective collaboration across engineering, operations, and administration functions, the Manager of Network Planning helps position NoaNet as a leader in public broadband infrastructure. The role ensures that network projects are not only technically sound and financially prudent but also advance the organizations mission to deliver reliable, high-capacity connectivity to communities across Washington State.
Responsibilities
Strategic and Proactive Planning
- Assist in driving proactive network planning that supports long-term infrastructure strategies, community development, and broadband expansion goals.
- Develop planning models and frameworks that align with organizational priorities, grant program requirements, and regional connectivity initiatives.
- Evaluate future growth demands and ensure the network architecture supports flexibility and scalability.
Technical and Design Leadership
Drive optimal network architecture solutions that balance customer experience, cost efficiency, scalability, reliability, and operational sustainability.Lead the identification, review, and design of fiber routes for backbone, middle-mile, last-mile, and service drop networks.Manage teams responsible for field verification of routes and development of high-level and detailed designs.Provide technical direction on fiber distribution methods, PON(Distributed Split) P2P splicing layouts, and documentation standards.Oversee the development and review of all splicing and testing documentation, including OTDR traces, power readings, and certification reports.Financial and Project Management
Support project costing and assist in creating business cases, cost models, and budget proposals for new network builds and upgrades.Ensure alignment of project budgets, deliverables, and financial controls throughout all project phases.Track and report project progress to leadership, identifying risks, schedule impacts, and performance trends.Vendor and Partner Oversight
Oversee and manage all contractor and vendor activities including design validation, installation quality, scheduling, invoicing, and project deliverables.Establish vendor performance expectations and ensure accountability for quality, timeline, and cost adherence.Guide partner organizations and suppliers to successfully implement network solutions and ensure consistency with NoaNets standards.Customer and Stakeholder Collaboration
Develop and maintain strong relationships with community partners, local governments, and customers to support project coordination and development opportunities.Serve as a technical liaison for customers and internal departments during solution development, ensuring clarity in design intent and scope of work.Provide professional communication and updates to ensure transparency and trust throughout the project lifecycle.Team Leadership and Development
Lead internal team development through mentoring, training, and performance feedback, fostering professional growth and technical expertise.Promote a culture of accountability, collaboration, and continuous improvement within the planning team.Encourage knowledge sharing and standardization of best practices across network planning and field verification functions.Innovation and Continuous Improvement
Provide ongoing technical guidance regarding emerging fiber technologies and design methodologies for potential adoption.Develop and implement infrastructure deployment strategies across multiple disciplines, including outside plant (OSP), network transport, and service delivery.Identify and execute process improvements to enhance efficiency, reduce costs, and improve quality in planning and execution workflows.General
