Job Duties and Responsibilities

This role is responsible for the financial lifecycle management of all Transport Carrier Services, ensuring accuracy in billing, identifying cost-saving opportunities, and maintaining vendor compliance. The manager will serve as the primary liaison between Network Operations, Finance, and external Carriers for all transport billing matters.

Key Responsibilities :

• Cost Management & Optimization :
• Lead continuous cost-reduction initiatives for all carrier transport services (e.g., fiber, TDM, Ethernet, wave services)
• Conduct detailed financial analysis to forecast transport spend, track budget variance, and report on key performance indicators (KPIs)
• Identify and validate opportunities for circuit decommissioning and rate renegotiation
• Billing & Invoice Validation :
• Manage the end-to-end carrier invoice auditing process against inventory and contractual rates to ensure 100% billing accuracy
• Process and track all invoice discrepancies, disputes, and credits with carriers in a timely manner
• Ensure all circuit orders (ASRs, disconnects, supplements) are reflected correctly on invoices and in the financial inventory system
• Inventory & Contract Management :
• Maintain the definitive transport circuit inventory and cost database (TEM / ITAM platform)
• Work closely with Procurement and Legal to track contract terms, expiration dates, and Service Level Agreements (SLAs)
• Ensure carrier compliance with contractual billing and performance obligations
• Reporting & Communication :
• Develop and present executive-level dashboards and reports on monthly operational and capital expenses (OPEX / CAPEX) related to transport
• Serve as the financial point-of-contact for network engineering, capacity planning, and finance teams
• Provide financial data to support business cases for new network builds or technology migrations

Compensation : $63,150.00 / Year - $90,000.00 / Year
