JOB SUMMARY
Performs complex administrative and supervisory program work. Work involves establishing
program goals and objectives; developing program guidelines policies and procedures; developing
developing budget requests; coordinating program activities; and supervising the work of others.
Works under general supervision with moderate latitude for the use of initiative and independent
judgment.
ESSENTIAL FUNCTIONS
A. Plans implements coordinates monitors and evaluates various program support functions for
develops and recommends program guidelines policies procedures rules and regulations; and
ensures compliance with state and federal laws rules and regulations and agency policies and
procedures.
participates in the development of program goals and objectives; develops schedules priorities
and standards for achieving goals; identifies areas in need of change and makes
prepares program budget requests; monitors project budget expenditures; and prepares and
oversees the preparation of periodic and adhoc reports on expenditures and projections as well
as other program areas.
conducts special investigations and research studies to include audits and reviews ensuring
compliance with legislative guidelines laws policies and procedures; prepares develops
reviews and revises legislation; and researches and compiles data in response to requests for
information reports and studies.
D. Confers with staff on program issues and problems to identify and implement solutions; and
prepares and oversees the preparation of training and operational manuals educational
materials and public information programs.
E. Provides liaison with agency staff other agencies organizations and the public; identifies staff
development and training requirements; and provides technical guidance in the program areas.
F. Supervises the work of others.

MINIMUM QUALIFICATIONS
A. Education Experience and Training
1. Bachelors degree from a college or university accredited by an organization recognized by
the Council for Higher Education Accreditation (CHEA) or by the United States Department
of Education (USDE). Major course work in Business Administration Engineering or a
related field preferred. Each year of experience as described below in excess of the
required five years may be substituted for thirty semester hours from an accredited college
or university on a year-for-year basis.
2. Five years full-time wage-earning program administration technical program support or
public administration experience to include computer operations.
3. Experience in the supervision of employees preferred.
4. Auditing budget or technical review experience preferred.
B. Knowledge and Skills
1. Knowledge of the principles and practices of public administration and management.
2. Knowledge of applicable state and federal laws rules regulations and statutes.
3. Knowledge of agency and departmental organizational structure policies procedures
rules and regulations preferred.
4. Skill to communicate ideas and instructions clearly and concisely.
5. Skill to coordinate with other staff departments officials agencies organizations and the
public.
6. Skill to interpret and apply rules regulations policies and procedures.
7. Skill in the use of computers and related equipment in a stand-alone or local area network
environment.
8. Skill in the use of Microsoft Office Suite or equivalent to include word processing
spreadsheet database or presentation software programs.
9. Skill to gather assemble correlate and analyze facts.
10. Skill to develop and evaluate administrative policies and procedures.
11. Skill to review technical data and prepare concise technical reports.
12. Skill to supervise the work of others.
ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION
