Salary : Position Overview

The Program Manager (PM) leads all aspects of the Telecom Services Enterprise Acquisition Services (TSEAS) Inventory and Billing Information (TIBI) Application Operations and Maintenance Support contract. The PM ensures effective coordination between DISA stakeholders, technical teams, and subcontractors to achieve cost, schedule, and performance objectives while maintaining compliance with DoD and DISA cybersecurity and operational standards.

Key Responsibilities

  • Direct and oversee all contract performance under PWS Tasks 6.1 and 6.2, ensuring timely, high-quality deliverables aligned with DISA standards.
  • Develop and maintain the Task Order Management Plan, Integrated Master Schedule (IMS), Monthly Status Reports, and other management artifacts.
  • Coordinate Change Management activities and agile release planning with the Product Owner to support ~10 releases annually.
  • Lead risk management, quality assurance, corrective action planning, and reporting under the QASP.
  • Serve as the primary interface between the contractor, Contracting Officer (KO), and Contracting Officers Representative (COR).
  • Oversee and mentor technical and functional staff, ensuring proper allocation of resources and adherence to performance metrics.
  • Support oral presentations, program reviews, and demonstrations as the primary contract lead and government liaison.

Qualifications and Experience

  • Minimum 8 years of experience in IT program or project management within the Federal or DoD environment.
  • Proven experience managing complex IT O&M programs, including agile methodologies and enterprise system sustainment.
  • Demonstrated experience providing training, mentoring, and performance oversight for cross-functional teams.
  • Strong background coordinating with government stakeholders and ensuring compliance with contract and security requirements.
  • Familiarity with CMMI, ITIL, or PMBoK methodologies.
  • Required Skills

  • Proficiency in Microsoft Project, PowerPoint, Visio, and standard office automation tools.
  • Excellent communication and leadership skills with demonstrated success managing geographically dispersed teams.
  • Deep understanding of performance-based contracting, QASP monitoring, and corrective action processes.
  • Certification Requirement

  • Active CompTIA A+ or CompTIA Security+ certification (Security+ preferred).
  • PMP certification highly desirable.
  • Clearance Requirement

  • Active Secret Clearance (final) required at contract award.
  • Salary Range

  • $140,000 $160,000 annually, depending on experience and location.
