Community Service Specialist
While the full salary range for the Emergency Management Specialist position is $36.36 - $54.54 hourly / $75,628.80 - $113,443.20 annually, the anticipated hiring range is $36.36 - $45.44 hourly / $75,628.80 - $94,515.20 annually. Final salary will depend on qualifications.
General Statement Of Duties
Under the general supervision of the Deputy Emergency Manager, this position will assist with the development, coordination, implementation, and evaluation of All-Hazards Emergency Plans. Provides support for the Office of Emergency Management (OEM) through prevention, preparedness, mitigation, response, and recovery responsibilities.

- Composes, adapts, reviews, maintains, and updates planning documents relevant to the Arapahoe County Emergency Management.
- Assists OEM Supervisors with evaluating needs, developing and implementing plans / programs.
- Identifies and manages the emergency management equipment to provide service to the Sheriff's Office and other agencies.
- May operate specialized emergency management equipment and vehicles during adverse weather conditions.
- Maintains emergency management equipment and facilities; ensures both are kept in a clean and operable condition at all times.
- Serves as a lead section coordinator in the EOC, as needed.
- Assists with maintaining all records concerning the emergency management and planning efforts of the County.
- Conducts special studies and projects at the direction of Sheriff's Office staff.
- Assists with the facilitation of preparedness exercises, that may include table-top exercises and active / full practice exercises.
- May attend a wide variety of Federal, State and / or local Emergency Management meetings.
- Maintains regular and acceptable attendance at such level as determined at the Sheriff's Office discretion.
- Is available and willing to work such overtime per day or per week as the Sheriff's Office determines is necessary or desirable to meet its needs.
- Is available and willing to work such weekends and holidays as the Sheriff's Office determines is necessary or desirable to meet its needs.
- Performs duties onsite, except those job duties that are customarily or by nature performed offsite.
- Interacts effectively with others and exercises good judgment when dealing with people in sensitive situations.

Required Knowledge, Skills And Abilities
Knowledge of basic law enforcement practices, methods, laws, and ordinances.Knowledge of hazardous materials.Knowledge of Homeland Security procedures and protocols.Thorough knowledge of the National Incident Management System.Considerable knowledge of the rules and regulations, policies and procedures of the Sheriff's Office.Considerable knowledge of all applicable accreditation standards.Knowledge of and access to detailed information concerning the geographical aspects of the County.Ability to work under stressful conditions.Ability to obtain required licenses / endorsements in order to safely operate a County vehicle and specialized emergency management equipment in normal and adverse conditions.Ability to operate related office and field equipment and use computers, radios, and other electronic equipment as assigned.Ability to plan, problem solve, instruct, facilitate and coordinate the work of other employees engaged in carrying out the goals and objectives of the assigned functions.Ability to analyze situations quickly and objectively and to determine proper courses of action to be taken.Ability to successfully complete in-service / mandatory trainings.Ability to read and understand applicable Federal, State and local laws.Ability to remain calm and respond appropriately to emergency and / or threatening situations.Ability to establish and maintain effective working relationships.Ability to communicate effectively in both verbal and written English.Minimum Qualifications
EDUCATION : High School Diploma / G.E.D. or equivalent.
EXPERIENCE : Two (2) years of Emergency Management experience. OR Any equivalent combination of education and experience, as approved by the Sheriff.
Preferred Qualifications
Emergency Management Certification (AEM or CEM) through IAEM or CEMA.4-year degree in Emergency Management, Environmental Science, Public Administration, or a closely related field.Demonstrable skills in disaster resource management.Necessary Special Requirements
Must be able to work a subject to call schedule, including nights, weekends, and holidays.Must possess CPR and First Aid certification within the initial status period.May acquire a Class "B" Commercial Driver's License within the initial status period.Physical Demands

This position may require immediate response to emergencies where blood, bodily fluids, or other medical hazards may be present. The employee may or may not have time to take precautionary and protective measures.
Work is performed in an office setting with frequent situations out of the office that may involve hazards causing bodily harm and a threat to life. Work involves driving / operating an automobile and / or specialized vehicle in a variety of weather conditions. Work may involve continuous on-call status.
Arapahoe County Sheriff's Office employees participate in a mandatory defined benefit program designed to help employees establish a source of income for retirement years. Through the Plan, eligible employees must set aside 9.00 percent, which is subject to change in the coming years, on a pretax basis of which the County matches at 9.75%.
