Department Overview
The SFDPH protects and promotes the health of all San Franciscans through the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. IT supports Population Health, Environmental Health, and the Health Network by maintaining infrastructures, developing new services, and managing applications.
Role Description
Under the direction of the Third Party and Integration Team Director, the IT Integration, Application Development, and ADS Manager plans, directs, and coordinates operations of integration platforms, internal applications, and MS SQL Server databases. The position may oversee projects across sectional lines and / or major development projects and includes supervisory responsibilities for performance evaluations, training, selection, and disciplinary actions.
Duties Include
Organize, direct, and supervise the work of subordinate staff, managing four teams : Interface, Application Delivery Services (ADS), Application Development, and overarching goal setting.
Develop and implement goals, objectives, and policies; establish strategic roadmaps for critical systems and collaborate with IT owners, business owners, and external partners.
Schedule and oversee project timelines, communicating milestone status to leadership.
Prepare and administer budgets, review invoices, and manage purchase orders.
Coordinate training programs, design, fund, and arrange for outside trainers.
Act as liaison for data processing activities across departments, ensuring governance and accountability.
Provide technical guidance and support, perform system administration or production functions, and maintain performance KPIs in line with SLAs.
Participate in vendor selection, RFI / RFP reviews, and hardware / software recommendations.
Oversee application lifecycle management in coordination with the Office of Health Informatics.
Maintain expertise in application integration and interface services for DPH’s Population Health, Environmental Health, and the San Francisco Health Network.
Perform additional duties as assigned.
How To Qualify
Minimum Qualifications
Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including four (4) years of Healthcare IT Experience, and two (2) years of supervisory experience.
Associate degree in computer science or closely related field (or equivalent credits). Additional experience may be substituted on a year‑for‑year basis (maximum of two years).
Desirable Qualifications
Experience managing diverse technical teams.
Experience creating strategic plans, project timelines, and roadmaps.
Experience with integration platforms, Epic Bridges, EPIC Data Courier, interoperability standards, API platforms, Epic App Orchard, HL7 and FHIR APIs, PowerApps, and MS SQL Server.

Certification
The certification rule for the eligible list is the Rule of 10. Once you pass the exam, you will receive a score and rank. The eligible list is valid for 12 months and may be extended with approval.
