Program Manager For Bronx HOPE

The Center for Justice Innovation is a nonprofit organization dedicated to advancing community safety and racial justice. Since 1996, we've worked alongside communities, courts, and those most directly affected by the justice system to build stronger, healthier, and more equitable neighborhoods. With a team of over 900 staff and an annual budget of $130 million, the Center carries out its mission through three core strategies : operating programs that pilot new ideas and address local challenges; conducting original research to evaluate what worksand what doesn't; and providing expert assistance and policy guidance to reformers across the country and beyond.

Bronx Community Solutions, a program of the Center for Justice Innovation, aims to provide community-based alternatives to jail, restore community relationships, and center the needs and dignity of participants while helping them avoid further criminal legal involvement. With programming in the Bronx's centralized criminal courthouse and the south Bronx community, Bronx Community Solutions offers meaningful alternatives to the traditional criminal legal system, providing a variety of services including pre-arraignment diversion and alternative to incarceration programming.

Bronx Community Solutions is seeking a Program Manager for Bronx HOPE (Heroin Overdose Prevention and Education). Reporting to the Deputy Project Director, the Program Manager is responsible for overseeing the Bronx HOPE program. The HOPE model is an innovative pre-arraignment diversionary program that engages individuals at the precinct level and redirects people with substance use disorders to community-based health services, harm reduction education, and treatment services, instead of prosecution.

Responsibilities include but are not limited to :

  • Support with task supervision - support of peers, regularly meeting with team supervisors for peer support, ensuring program structure aligns with harm reduction model;
  • Further develop and sustain relationships with key stakeholders within NYPD and District Attorney office;
  • Facilitate strategic planning meetings;
  • Develop and maintain relationships with funders, government officials, and stakeholders;
  • Manage existing relationships with the Bronx County District Attorney's Office, the Mayor's Office of Criminal Justice, and community stakeholders and develop new relationships;
  • Identify community hot spots and work with staff to develop programming that empowers community members;
  • Oversee community organizing techniques used to mobilize the community to participate in activities, including the implementation of the Bronx HOPE mobile outreach van, to serve as mobile office that can bring program services throughout the Bronx;
  • Plan and oversee the execution of all Bronx HOPE engagement activities;
  • Supervise staff and develop training and support systems for all staff;
  • Model and facilitate creative problem solving, facilitation, community and harm reduction practices;
  • Prepare grant progress reports and other program reports, as needed;
  • Provide administrative and clinical oversight of the HOPE Program and lead the strategic planning and implementation of programming, including community trainings of overdose prevention, community and stakeholder engagement, and development of relationships with community partners;
  • Support and manage a team consisting of two supervisors, and six peers;
  • Work closely with CJI's data and research teams to maintain accurate data collection;
  • Engage in lobbying - build and maintain relationships with elected officials;
  • Apply for new grants or grant renewals as needed, and take the lead role in writing reports due to grant funders, such as Mayor's Office on Criminal Justice and Department of Health;
  • Adhere to policies which elevate the standards of confidentiality and safety of the clients;
  • Present before NYPD, District Attorney, and legislative delegates to educate them on the program impact within the targeted Bronx communities;
  • Attend ongoing management training as well as additional trainings keeping up to date in current harm reduction modalities;
  • Maintain accurate and timely data entry and case documentation aligned with the project, stakeholder reporting obligations, and best practices; and
  • Additional relevant tasks, as necessary.

Community Support :

  • Connect with organizations to build awareness of harm reduction and help to streamline services for referrals;
  • Help coordinate community events for Bronx HOPE;
  • Collaborate within Bronx Community Solutions ATI staff to provide in-house services for ATI clients;
  • Lead outreach in the Bronx communities to promote educational opportunities for safe usage; and
  • Additional tasks as necessary.
  • Qualifications :

  • Bachelor's degree and at least 3-5 years direct practice experience (e.g. therapeutic or case management) required;
  • At least two years of management / leadership / supervisory work experience strongly preferred;
  • Experience in court-based, or criminal legal system direct practice strongly preferred;
  • Must be detail-oriented with strong organizational and time management skills;
  • Master's degree in social work, mental health counseling, forensic psychology valued but not required;
  • Experience working within a specialized branch of service provision like substance use treatment, mental health services, co-occurring disorders, or adolescent development preferred;
  • Experience using trauma-informed and strength-based approaches preferred;
  • Therapeutic intervention training and experience preferred, including but not limited to crisis intervention or de-escalation management;
  • Must be able to work effectively independently and as part of a highly interdependent, multi-disciplinary team within a fast-paced and dynamic work environment;
  • Previous grant writing or funding report writing experience preferred;
  • Professional demeanor and ability to work collaboratively and effectively with a variety of program stakeholders, including judges, prosecutors, defense attorneys, court staff, and site partner agencies;
  • Openness to work collaboratively with people from diverse backgrounds in a culturally competent manner; and
  • Bilingual (English Spanish) preferred.
  • Position Type : Full time, Monday - Friday alternating from 9 : 00am - 5 : 00pm and 10 : 00am - 6 : 00pm.

    Position Location : Bronx, NY.

    Compensation : The compensation range for this position is $68,400 - $82,400 and is commensurate with experience.
