Recovery Program Manager

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies. The mission of the Planning and Resiliency (P&R) division is to prepare the City to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. To execute this mission, the P&R division includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical, Human Services, and Critical Infrastructure; Resiliency and Recovery with an assistant commissioner leading the Resiliency Implementation and Resiliency and Recovery Planning units; and the Planning unit. The Resiliency and Recovery Division focuses on bridging long-term strategies to reduce NYC's risk with actionable operations and programs. This includes coordinating and guiding partnerships to develop strategies that analyze, plan, and address hazard risk and vulnerabilities. The unit is responsible for City's Hazard Mitigation Plan, risk analysis tools, and recovery planning and analytics. The Resiliency and Recovery Planning Unit seeks a candidate responsible for supporting and coordinating recovery efforts. The Recovery Program Manager will lead a collaborative effort to :

  • Take lessons learned from recent events such as Post-Tropical Cyclone Ida and Severe Storms and Flooding event (9 / 29 / 23) to enhance recovery operations and subsequent buildout of recovery capabilities, which can be modified by the City on future disaster recovery efforts.
  • Advance and produce recovery dashboards that visualize data metrics and indicators used to support decision-making and measure key milestones during and after events.
  • Conduct detailed post-event damage analyses to better quantify and characterize event impacts on NYC communities.
  • Engage with operational data owning agencies to identify processes and protocols that support larger recovery functions.
  • Assist with the development and implementation of post-disaster canvassing plans and operations.
  • Work with recovery related agencies and NYCEM's Human Services and Community Engagement to develop tools to support all hazards recovery coordination.
  • Facilitate the transition of response to recovery operational plans between different stakeholders, with focus on impact assessment to restoration planning.
  • Navigate complex policies and interagency structures to identify gaps and navigate pathways to improve the City's recovery preparedness.
  • Engage and foster relationships with community partners and agencies to connect the whole community in a meaningful way to all hazards recovery planning process.
  • Identify risk and vulnerability metrics that could address areas with highest needs or gaps for recovery.
  • Managing staff such as a Solomon Fellow and / or Specialist and supporting their professional development opportunities.
  • Maintain awareness of policies and legislation that can inform recovery capabilities at the City, State, and Federal levels.
  • Perform other duties as assigned by Resiliency and Recovery leadership.
  • PLEASE NOTE THE FOLLOWING : The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between. Funding (1) This position is supported with a federal Community Development Block Grant for disaster recovery (CDBG) and has two (2) years of guaranteed funding, which will start once the position is filled. There is a possibility of extension beyond the two years. Candidates must be authorized to work in the United States without employer support to be eligible for selection. The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances. Proficiency with Microsoft Office applications (Word, Excel, Access, and PowerPoint) 2. Strong written and oral communication skills 3. At least 3 years professional experience 4. Knowledge of and experience in applying the concepts, theories, principles and practices of emergency management and disaster recovery to real-world situations 5. Strong analytical skills and ability to make project management decisions based on quantitative and qualitative analysis 6. Experience engaging community and government stakeholders 7. Experience managing consultants or other staff a plus 8. Ability to be creative and innovative while working within specific parameters 9. Demonstrated ability to deliver complex projects with rapid deadlines 10. Flexibility towards shifting needs and priorities 11. Ability to work well within a team structure 12. Experience reaching consensus with multiple stakeholders that have different goals and opinions 13. Preferred experience or knowledge of federal funding programs that can support recovery programs, such as CDBG-DR or FEMA Hazard Mitigation Assistance 14.
