The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPA's NATO Allied Command Transformation Group, within JOID, provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for a Contract / Procurement Analyst to provide onsite support out of Norfolk,VA.

Responsibilities

The Contract / Procurement Professional will be working onsite at NATO ACT executing the following specific tasks : contribute and support the Contracting Officer in the cradle-to-grave procurement activities to include but not limited to : the development of acquisition plans, SOW review, proposal evaluation, contract reports and documentation, industry debriefs for competitive solicitations, tracking and validating submissions in support of RFIs, and coordinating and posting Questions & Answers from Industry. Assist the Contracting Officer in tracking and executing contracts and agreements for Conferences, Workshops, and other events. Perform as contracting specialist for purchases

Qualifications

Required :

• Citizenship in NATO member nation.
• Bachelor's degree with at least 24 semester hours of business related courses, or DAWIA certification in Contracting or equivalent.
• 5+ years of demonstrable experience working in procurement and / or contracting conducting a full range of contracting activities.
• 2+ years of demonstrable experience working pre-award, award, and post-award phases on competitively awarded contracts interpreting and applying statutes, regulations, policies, and procedures.
• Demonstrated understanding of Statement of Work (SOW) development and ability to translate user requirements into tangible, measurable outcomes.
• Demonstrated experience working closely with cross-functional teams and facilitating collaboration across technical, financial, and operational domains.
• Demonstrated experience with contract administration and management.
• Demonstrated ability to interpret complex procurement requirements into actionable timelines, strategies and execution.
• Excellent tactful written and oral communication skills.
• Fluent in English (written and oral).
• Active NATO or National Secret clearance.
