Job Duties
Essential Duties :
Works under the supervision of the Support Services Captain.
Provides mid-level staff management and direct oversight of line-level managers for the following civilian units : Animal Control, Park Rangers, Records / Evidence, Real-Time Crime Center (RTCC), Code Compliance, and Building / Fleet / Equipment Management.
Involved in the development and implementation of policies and procedures for assigned units.
Responsible for developing budgets for assigned units and overseeing approved budgets.
Responsible for performance management of line-level managers, including administering corrective action and making recommendations for disciplinary action.
Collects, analyzes, and presents data related to the operations of the units overseen.
Responsible for the development of training and development plans for assigned units, indirectly through line-level managers, and responsible for training budgets for each respective unit.
Coordinates with other divisions within the police department and other departments within the City.
Interacts with City management and citizens.
Involved in public outreach as a mid-level manager.
Oversees hiring processes for the units supervised.
Oversees operations related to property maintenance and similar code violations.
Coordinates with the City Parks, Recreation, and Cultural Affairs departments.
Oversees operations related to both records and evidence protocols.
Oversees data security, privacy protocols, technology implementations, and intelligence sharing for relevant units, interacting heavily with the City IT Department.
Oversees facility maintenance, vehicle procurement, fleet upkeep, inventory management, and equipment management.
Has some involvement in contracts and capital improvement projects related to building and fleet.
Attendance at work is an essential part of this position.
Non-Essential Duties :
May be required to assist other police divisions as needed.

Qualifications :
This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy which includes : pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
Valid driver's license with acceptable driving record for past three years.
Minimum of one (1) year of supervisory experience, preferably in a public safety setting.
An Associate's Degree is required. A completed Bachelor's Degree is preferred; however, equivalent experience within law enforcement may be considered in lieu of a degree.
Ability to type 50 wpm or at a rate sufficient to perform duties of job.
Working knowledge of computers, with comprehensive knowledge of word processing emphasizing Microsoft Office software packages.
Ability to effectively deal with the public and to communicate effectively verbally and in writing.
Strong interpersonal skills to establish and maintain effective working relationships with co-workers, city employees, city management, and the public.
Ability to handle stressful situations.
Ability to maintain confidential and sensitive material.
Exceptional problem-solving and conflict resolution abilities, especially in sensitive and high-pressure situations.
Ability to make sound, data-driven decisions.
Proficiency in collecting, analyzing, and presenting operational data.
Ability to quickly learn and adapt to new technologies and specialized software relevant to police operations (e.g., CAD / RMS systems, RTCC platforms, evidence management software, code compliance software, fleet management systems).
Excellent organizational skills with the ability to manage multiple priorities and projects simultaneously.
Demonstrated ability in budget development and oversight.
Familiarity with hiring processes and personnel management.
Ability to adapt to changing priorities and work demands.
Demonstrated schedule flexibility; work outside normally scheduled hours would be expected to be approximately 10% of the time.
Ability to operate a personal computer, calculator, copy machine, telephone, fax machine and dictating equipment. Past experience or combination of education and experience sufficient to perform duties of job.
