Health System Design Senior Consultant
The Health System Design Senior Consultant (PRN) will provide expert consultation and strategic planning support to advance system-level planning efforts and initiatives including those focused on diversion, substance use, mental health, respite, services for people experiencing homelessness and whole-person care across the continuum. This role works within a multidisciplinary health environment to plan, design, and construct health care systems that promote equitable access to care, provide the most appropriate level of care needed to meet immediate patient needs and that support community-based interventions.
The consultant brings thought leadership and deep content expertise to support system transformation, cross-sector collaboration, and data-driven planning with a focus on special populations and sustainable service models.
Responsibilities
System Planning & Design : Support the development of planning for comprehensive health system facilities, program models, and service designs in alignment with Central Health's mission and vision that best addresses local needs. Apply knowledge of crisis response, diversion, SUD treatment, and mental health services to inform the design of coordinated care models.
Strategic Consulting : Provide expert consultation on behavioral health policy, best practices, and system improvement strategies to internal stakeholders and cross-sector partners. Support planning efforts for integration of behavioral health within primary care, hospital and acute care, criminal justice diversion, housing, and social services systems.
Data-Informed Analysis : Review, synthesize, and interpret quantitative and qualitative data to identify service gaps, inefficiencies, and opportunities for system improvement. Translate complex data into actionable insights and recommendations for decision-makers.
Stakeholder Engagement : Facilitate or contribute to collaborative planning processes involving government agencies, community-based organizations, providers, and individuals with lived experience. Promote inclusion of diverse perspectives in system design processes.
Project Support : Contribute to design briefs, program development, and care continuum planning including grant proposals, policy briefs, reports, and presentations that advance behavioral health initiatives. Assist in the implementation of specific projects or pilots related to crisis response, care transitions, or cross-sector coordination.
PRN / As-needed basis depending on project needs. Flexible work hours, with potential for in-person meetings or site visits.
Qualifications
Master's Degree (higher degree accepted) in Public Health, Social Work, Public Policy, Psychology, Health Administration, or a related behavioral health or human services field. Required
Work Experience : 10+ years Minimum of 10 years of progressively responsible experience in behavioral health, public health, or human services with a focus on systems design, program planning, or strategic consulting. Required
5 years Direct experience with crisis response systems, behavioral health justice diversion, or substance use care models. Required
