Do you excel at shaping transit systems that move communities forward? Join PEMCCO as an On-Call Transit Planner, where youll provide professional transit-planning, technical-analysis, and policy-support services on an as-needed basis. In this role, youll support capital-program decision-making through data analysis, network evaluation, and coordination with local stakeholders. Your expertise will inform service planning, corridor studies, FTA grant applications, and mobility-equity evaluations, ensuring projects align with regional goals, funding eligibility, and long-range transportation plans.

Essential Functions
- Support the PMO and agency partners with short- and long-range transit-planning analyses and feasibility studies.
- Evaluate ridership, travel demand, and service-performance data to inform planning and scheduling improvements.
- Assist in the preparation of FTA Small-Starts / New-Starts documentation, including justification, cost-effectiveness, and equity analysis.
- Conduct route-alignment assessments, alternatives analysis, and corridor prioritization.
- Provide planning input for environmental clearance (NEPA) and sustainability-policy integration.
- Coordinate with local and regional planning agencies, MPOs, and community groups to support stakeholder outreach.
- Prepare concise technical memoranda, maps, and planning reports for decision-makers and public dissemination.
Competencies
Transit-Planning Knowledge : Understanding of service design, capital programming, and multimodal integration.Analytical Skills : Ability to interpret demographic, operational, and financial data to support policy decisions.Technical Fluency : Proficiency in ArcGIS, TransCAD, Excel, and Power BI for mapping and visualization.Communication : Excellent written and verbal skills for conveying technical results to public and executive audiences.Collaboration : Works effectively across planning, environmental, and stakeholder-engagement teams.Regulatory Awareness : Familiarity with FTA Circular 8100.1D and Title VI / Environmental Justice requirements.Required Qualifications
Bachelors degree in Urban Planning, Transportation Planning, Civil Engineering, Geography, or a related discipline.Minimum of five (5) years of professional experience in transit or transportation planning.Demonstrated experience analyzing ridership and operational data and producing GIS-based reports.Strong understanding of FTA grant funding requirements and regional transportation planning processes.Preferred Qualifications
Masters degree in Urban or Transportation Planning, Public Administration, or Engineering Management.AICP Certification or Transit Planners Certification (TPCB).Experience with transit-corridor alternatives analysis and public engagement activities.Familiarity with transportation-modeling and data-analytics software (TransCAD, STOPS, Python).Benefits
