Role and Responsibilities Seeking an experienced Program Manager to oversee large-scale State Government IT modernization and transformation initiatives.. Lead the planning, execution, and delivery of multiple interrelated IT projects within a state government program. Manage project scope, schedule, budget, risks, and resources in alignment with PMO and agency objectives. Coordinate between business stakeholders, technical teams, vendors, and system integrators to ensure effective collaboration and issue resolution. Oversee program governance, ensuring compliance with state and federal regulations, IT standards, and security policies. Develop and maintain comprehensive project plans, dashboards, and status reports for senior management and oversight bodies. Facilitate stakeholder meetings, steering committee sessions, and technical reviews to track progress and address dependencies. Support requirements gathering, solution validation, and implementation planning for enterprise applications and cloud systems. Identify risks and mitigation strategies; proactively manage changes to minimize impact on deliverables. Ensure alignment between IT strategy and agency mission objectives through regular program reviews and performance tracking.. Minimum Qualification 10+ years of overall IT project / program management experience, with 5+ years in public sector (State / Federal) programs preferred. Strong understanding of SDLC, Agile / Scrum, and Waterfall project methodologies. Proven experience managing multi-vendor, multi-phase IT modernization programs. Hands-on experience with budgeting, forecasting, and resource planning for large-scale initiatives. Excellent written and verbal communication skills, including stakeholder and executive reporting. Demonstrated ability to manage risks, dependencies, and cross-functional collaboration. Familiarity with PMO governance, state IT procurement, and contract management processes. Experience in projects involving Cloud (AWS / Azure), DevOps, Data Modernization, or Application Migration initiatives preferred. Proficiency in project management tools such as MS Project, Jira, ServiceNow, or Smartsheet. Preferred Qualification Bachelor’s degree in Computer Science, Information Systems, Business Administration, or related field (Master’s preferred). Project Management Professional (PMP) certification from PMI required. Certified Scrum Master (CSM) or PMI-ACP preferred. Experience managing programs under Federal / State grant funding or Medicaid / Health & Human Services (HHS) initiatives a plus. Familiarity with NIST, CMS, or State IT security standards advantageo
