Public Works Financial Analyst
The City of Pasco is seeking a skilled and detail-oriented Public Works Financial Analyst to support the financial and administrative functions of the Public Works Department. This position plays a key role in managing grants and loans, conducting financial analyses, and ensuring fiscal responsibility for Public Works operations and capital projects.

Essential Functions :
- Provide business and project management support for Public Works funds, including revenue and expense analysis, performance management, and operational efficiencies.
- Administer various federal and state grants and loans for Public Works capital projects, including applying for funds, tracking costs, and submitting reimbursement requests.
- Research and analyze financial data to manage debt reserves, operational grants, utility rate setting, and capital program funds.
- Assist in developing, negotiating, and monitoring contracts, agreements, and budgets related to Public Works projects and programs.
- Prepare financial forecasts, budget adjustments, and status reports; communicate findings effectively to management and stakeholders.
- Ensure the integrity of cash flow by monitoring actual versus budgeted revenue and expenditures.
- Maintain accurate records on fund allocations and expenditures; identify and resolve budget overruns and revenue shortfalls.
- Prepare grant and loan applications, coordinate funding agreements, and ensure compliance with grant regulations and reporting requirements.
- Collaborate with other City departments, external agencies, and funding bodies to optimize financial planning and reporting.
- Perform other duties as assigned.
Position Qualifications :
Bachelor's degree in Public Administration, Accounting, Project Management, or a related field.Two (2) years of progressively responsible experience in financial analysis, budgeting, grant administration, or project accounting.Strong knowledge of financial regulations, grant funding compliance, and public sector financial practices.Excellent analytical, problem-solving, and communication skills.Ability to interpret and apply financial policies, procedures, and grant requirements.Valid Washington State Driver's License.Preferred Qualifications :
Experience in municipal finance, utility rate setting, or capital improvement project funding.Knowledge of federal, state, and local grant and loan programs related to Public Works projects.Strong ability to develop financial strategies and policies to support operational efficiency.Ability to present financial data in a clear and concise manner to diverse stakeholders.Comprehensive Benefits Package :
