General Summary : The Payroll Compliance Specialist's main responsibility is to ensure certified payroll jobs are being processed timely and accurately according to the legal requirements of our contractors and subcontractors, government entities, and unions. The position will work closely with our contract administrator, HR and payroll team, and operations teams.
Core Areas of Responsibility :
- Manage relationships, inquires, and activities with contractors and subcontractors.
- Prepare and submit weekly certified payroll reports in compliance with federal, state, and local prevailing wage requirements, ensuring information is accurate and timely.
- Support contract administration in the specific requirements related to certified payroll including DAS forms and monthly submissions of compliance documents.
- Ensure classifications are determined for certified jobs in a timely matter and communicated to HR, PR and operating companies for use in weekly payroll submissions
- Complete, manage and monitor the overall status and process of certified payroll reporting
- Monitor that employees are paid correctly according to state, federal, and union requirements for certified payroll jobs, escalating issues and concerns in a timely manner.
- Work closely with each operating company's AR team and project managers related to certified payroll requirements and questions.
- Support internal and external audits related to certified payroll, prevailing wage, and labor compliance
- Maintain certified payroll and labor compliance files in an organized and auditable manner
Required Knowledge, Skills and Abilities :
Strong attention to detail, problem-solving skills, and ability to meet deadlines.Good communication skills with both customers and internal stakeholders.Knowledge of federal, state, and union payroll guidelines.Proficiency in data entry and systems / software - WFG, DIR, submission portals, ERP, ExcelAbility to maintain confidentialityExcellent administrative, time management, and follow-through skills.Work at a fast pace while maintaining quality of work.Education and Experience : High school diploma or equivalent required; certified payroll courses and training preferred. 3-5 years in payroll compliance - construction, prevailing wage, and union experience strongly preferred.
