Manager of Training & Organizational Development
The Manager of Training & Organizational Development (T&OD) is a critical mid-level leadership position within the Office of Commissioner Rodney Ellis, designed to build workforce capability, improve organizational effectiveness, and elevate overall employee experience. As the Precinct continues to evolve in workforce size, complexity, and operational demands, this role will provide direct oversight for internal learning and development initiatives while managing a small team responsible for training, engagement, and culture-building efforts.
Reporting to the Chief People Officer, this position will lead the learning and development function, including vendors, coordinators, or administrative support. Beyond program development, the T&OD Manager will serve as a key partner to Division Directors across the organization, proactively engaging in the co-creation of solutions that enhance team performance, leadership alignment, and organizational health. This includes advising on team dynamics, change enablement strategies, and tailored development plans for departments.
The successful candidate will blend strategic insight with hands-on execution, operating as a trusted advisor, facilitator, and learning architect. This role is central to shaping a resilient, inclusive, and forward-thinking culture that aligns with the Commissioner's broader people and equity priorities.
Essential Duties and Responsibilities :
- Lead the design, delivery, and evaluation of learning programs that support staff development, leadership capability, compliance, and team effectiveness.
- Expand and evolve the Precinct One Leadership Academy, including new cohorts, modular content, and integration with strategic plan goals.
- Launch in-house training on core topics such as internal policy utilization, customer service, DEI, and emergency preparedness.
- Develop and promote learning pathways and toolkits to support new managers and supervisors in their roles.
- Design and lead employee engagement survey initiatives, pulse checks, and listening campaigns to gather input and inform HR strategy.
- Partner with HR and Senior leadership to interpret engagement data and develop targeted action plans.
- Build frameworks for continuous improvement in employee satisfaction, experience, and culture.
- Lead the development of an internal employee recognition programming that celebrates milestones, achievements, and exemplary service.
- Collaborate with HR Business Partners to identify drivers of employee retention and develop targeted retention strategies across departments.
- Support departments with organizational development tools such as change management, team effectiveness strategies, and manager coaching.
- Design tools such as a "Manager's Guide" to standardize performance expectations, accountability, and leadership alignment with organizational values.
- Facilitate retreats, workshops, and strategic planning sessions across departments to build team cohesion and goal clarity.
- Serve as the primary liaison with external leadership development and training vendors, ensuring alignment of content and delivery with internal priorities.
- Monitor vendor performance and support contracting, budgeting, and scheduling for learning services.
- Evaluate vendor proposals and recommend solutions that address future learning and development needs.
- Track and report on key training metrics such as program participation, employee satisfaction, and ROI.
- Maintain accurate records related to licensures, certifications, and compliance training across the workforce.
- May serve as a supervisor to training or OD-related personnel in the future, including interns or support staff.
Requirements
Education :
Bachelor's degree in Human Resources, Organizational Development, Education, or a related fieldExperience :
At least five (5) years of progressively responsible experience in learning & development, organizational effectiveness, or leadership development, preferably in public sector or mission-driven environments.Licensure :
Valid driver's license (Texas) upon hireKnowledge, Skills, and Abilities :
Knowledge of employee engagement principles and survey methodologies, including techniques for designing, implementing, and evaluating engagement strategies that inform organizational decision-making.Skill in facilitation, instructional design, and project management, with the ability to design and deliver effective learning programs and manage complex initiatives from concept to completion.Skill in vendor and budget management, including coordinating contracts, evaluating proposals, and maintaining productive relationships with internal and external stakeholders.Ability to collect, analyze, and interpret workforce data, draw meaningful insights, and communicate trends and recommendations effectively to executive leadership and department leaders.NOTE : Qualifying education, experience, knowledge, and skills must be documented on your job application.
